The Fuzhou Proposal of BRICS Industrial Cooperation was Issued to Call to Promote Pragmatic Industrial Cooperation

On the morning of June 30, the BRICS Forum on Sustainable Development was successfully concluded in Fuzhou. The forum has been written into the “Beijing Declaration” issued at the 14th meeting of BRICS leaders. At the same time, the Fuzhou Proposal of BRICS Industrial Cooperation (hereinafter referred to as "Proposal") was issued, calling on all member countries to exert their enthusiasm and creativity to promote industrial pragmatic cooperation among BRICS countries, promote the strong economic recovery of BRICS countries, and continuously enhance the "quality of BRICS".

With the theme of "Shaping the Future of BRICS Value Chain" and the main line of "Helping the Post-epidemic Economic Recovery, Promoting Economic Connectivity and Win-Win, and Building a Sustainable Future", this forum actively promotes BRICS countries to give full play to their respective advantages, strengthen effective cooperation, and build an important platform for communication and cooperation among governments, business circles and scientific research institutions, accelerating digital transformation and development, and promoting green and low-carbon development. The forum reached broad consensus and achieved complete success.

The Proposal points out that after sixteen years, the BRICS cooperation mechanism has formed an all-round, wide-ranging and multi-level cooperation framework, and has continued to make important contributions in promoting world economic growth, improving global economic governance, accelerating the spread of science and technology, enhancing cultural exchanges, and safeguarding the overall interests of emerging market countries and developing countries. It has become a model of cooperation between emerging markets and developing countries and laid a solid foundation for the development of multilateral cooperation in the world.

According to the Proposal, BRICS countries should exchange needed goods, cooperate with each other in information sharing, vaccine research and development, medical assistance, etc., provide high-quality public health governance programs, help improve the global public health governance level, promote the recovery of the world economy, restore social production and life, and create a safer and more stable development environment.

According to the Proposal, BRICS countries should speed up the development of digital economy, explore common problems, deepen cooperation with each other, and help BRICS countries to join hands in developing express trains in the digital age to share the dividends of digital economy development.

The Proposal holds that BRICS countries should strengthen the promotion of multilateralism, comprehensively promote in-depth cooperation in various fields, and build an industrial chain supply chain cooperation system with complementary advantages, resilience and mutual benefit.

The Proposal holds that BRICS countries should jointly build a community of life on earth, promote the full and effective implementation of the Paris Agreement on Climate Change, abide by the principle of common but differentiated responsibilities, create an effective cooperation mechanism, accelerate the formation of a green development mode and lifestyle, and take positive actions in industrial structure optimization, global energy governance, and climate change response to jointly promote global sustainable development.

The Proposal emphasizes that achieving mutual benefit and win-win is an important goal of deepening BRICS partnership. BRICS countries should adhere to the cooperation idea of "pragmatism and innovation first", focus on their challenges of economic and social development, strengthen policy communication, expand cooperation areas, stimulate cooperation potential and enhance cooperation effectiveness.
