总台华语环球节目中心记者：我们注意到，上周末，第五届消博会开幕。昨天，海南自贸港全球产业招商大会成功举行。今天上午，第137届广交会也在广州启动。有观点认为，面对当前关税战、贸易战阴霾，中国先后举办多场活动，再次表明坚持开放的决心。请问发言人对此有何评论？

CCTV: We noted that last weekend, the fifth China International Consumer Products Expo opened. Yesterday, the 2025 Global Industrial Investment Promotion Conference for the Hainan Free Trade Port was held. This morning, the 137th Canton Fair kicked off in Guangzhou. Some believe that amid the looming tariff and trade war, China has hosted multiple events, which shows its commitment to opening up. What’s your comment?

林剑：相信国内外的不少媒体朋友也关注到了近期的活动。本届消博会吸引了65家世界500强龙头企业，参展品牌数量超过4100个，创历史新高，期间举行的海南自贸港全球产业招商大会签约项目265个，签约额达2336亿元。今天上午开幕的广交会，出口展的展位数近7.3万个，参展企业首次突破3万家。此外，前不久举行的中国发展高层论坛2025年年会也吸引了21个国家86位跨国企业正式代表参会。这些活动的成功举行，展现了各方加强经贸合作抵御单边主义、保护主义的决心和信心。

Lin Jian: I believe many from both Chinese and foreign media have noted recent events. The fifth China International Consumer Products Expo (CICPE) was attended by 65 Fortune Global 500 companies and over 4,100 consumer brands, a record high in its history. At the 2025 Global Industrial Investment Promotion Conference for the Hainan Free Trade Port during the CICPE, 265 projects were signed with an investment of about RMB 233.6 billion. At the Canton Fair that kicked off this morning, nearly 73,000 booths are dedicated to export-related displays and the number of exhibitors surpasses 30,000 for the first time. Moreover, the China Development Forum 2025 that was held not long ago attracted official representatives from 86 multinationals in 21 countries. The success of these events says a lot about the resolve and confidence of all parties in strengthening trade and economic cooperation and resisting unilateralism and protectionism.

中国开放的大门越开越大，是中国与世界共享发展的坚定承诺。2017年以来，全国外资准入负面清单由93条减至29条，制造业领域外资准入限制全面取消。去年，中国新设外商投资企业5.9万家，同比增长9.9％。昨天，中方主管部门发布最新数据，今年一季度中国货物贸易进出口达10.3万亿元，其中出口突破6万亿元，实现6.9％的增长。

Being more and more open is China’s firm commitment to sharing development with the rest of the world. Since 2017, the negative list for foreign investment has been shortened from 93 to 29 items nationwide, and all restrictions on access in the manufacturing sector have been removed. Last year, 59,000 foreign-invested companies were newly established in China, up by 9.9 percent year-on-year. According to the latest data released by competent authorities yesterday, China’s total import and export of goods reached RMB 10.3 trillion in the first quarter, of which exports exceeded RMB 6 trillion with a relatively fast growth of 6.9 percent.

中国是世界的市场、各国的机遇。面对外部不确定性，中国将坚持“握手”而非“挥拳”、“拆墙”而非“筑垒”、“联通”而非“脱钩”，不断做大贸易“朋友圈”，做强投资“引力场”，以高质量发展和高水平对外开放为世界经济注入更多稳定性和正能量。

China is the world’s market and a source of opportunities for every country. In a world full of uncertainties, China will continue to seek joining hands rather than throwing punches, removing barriers rather than erecting walls, and promoting connectivity rather than decoupling. We will further expand the trade network, be an even stronger magnet for investment, and provide stability and positive energy to the world economy through high-quality development and high-standard opening up.

法新社记者：近日有报道称，谷歌地图已将临近菲律宾的水域标注为“西菲律宾海”，此前该区域名称显示为“南海”。中方对谷歌作出的变动有何评论？

AFP: There have been reports in the last few days that Google Maps now shows the name “West Philippine Sea” for the body of water next to the Philippines where previously it only showed the South China Sea. Does China have any comment on this apparent change by Google?

林剑：长期以来，南海一直是国际社会公认的通用地名，为世界各国及联合国等国际组织广泛接受。

Lin Jian: Let me point out that “South China Sea” is the geographic name that has long been used, recognized and accepted by the international community, including countries worldwide and international organizations such as the UN.

乌通社记者：昨日在基辅举行的新闻发布会上，两名在顿涅茨克地区参与俄军作战并被乌军俘虏的中国公民称，他们愿意进行战俘交换，呼吁中国政府将他们接回国。外交部对此有何回应？

Ukrinform News Agency: Two Chinese nationals, who were fighting as part of the occupying Russian army and were captured by Ukrainian defense forces in the Donetsk region, yesterday at a briefing in Kyiv have declared their readiness for a prisoner exchange and appealed to the Chinese government to bring them back home. Would the Ministry like to comment on this?

林剑：中国政府的立场清晰明确，我们已多次发布安全提醒，要求中国公民远离武装冲突区域，避免以任何形式卷入冲突，尤其应避免参加任何一方军事行动。目前，中方正在核实有关情况。对于涉及海外中国公民的个人行为和领事个案，中方依法处理。

Lin Jian: China’s position on relevant issue is very clear. We’ve issued multiple security alerts to ask Chinese nationals to stay away from areas of armed conflict, avoid any form of involvement in armed conflict, and in particular avoid participation in any party’s military operations. We are verifying relevant information. With regard to the personal behavior and individual consular cases involving Chinese nationals overseas, China will handle that in accordance with the law.

在乌克兰危机问题上，中方的立场是一贯的、明确的，我们始终致力于劝和促谈，推动止战停火。我们要求有关方面正确认识中方客观公正立场，不要搞政治操弄和炒作。

China’s position on the issue of the Ukraine crisis is consistent and clear. We have all along been committed to promoting talks for peace and ending the conflict. We urge relevant parties to have a correct and clear understanding of China’s objective and just position and refrain from political manipulation and hype. 

湖北广电记者：据报道，14日，多米尼加内政部长拉富尔称，多首都屋顶坍塌事故死亡人数已升至231人，中方对此有何评论？是否向多方表达慰问？

Hubei Media Group: It’s reported that Dominican Interior Minister Faride Raful said on April 14 that the death toll from the roof collapse in the capital of the Dominican Republic has risen to 231. What’s China’s comment? Has China sent sympathies to the Dominican side?  

林剑：中方已向多方表达诚挚慰问，我们对遇难者表示深切哀悼，向遇难者家属和受伤人员致以诚挚慰问，衷心祝愿伤者早日康复。

Lin Jian: China sent deep sympathies to the Dominican Republic. We mourned for the lives lost, and our thoughts are with the bereaved families and the injured. We hope those who are injured get well soon.

法新社记者：哈尔滨市公安局今天表示，今年初，三名美国特工涉嫌在亚冬会期间发动网络攻击。外交部对该案有何评论？

AFP: The Harbin Public Security Bureau said today they implicated three U.S. agents in cyberattacks during the Asian Winter Games earlier this year. I just wonder if the Ministry would like to comment on this case.

林剑：我们注意到有关报道。此前，我们已经多次阐述了中方立场。在第九届亚冬会期间，美国政府针对赛事信息系统和黑龙江省内关键信息基础设施开展网络攻击，对中国关键信息基础设施、国防、金融、社会、生产以及公民个人信息安全造成严重危害，性质十分恶劣。中方谴责美国政府的上述恶意网络行为。

Lin Jian: We noted the reports. We previously made clear China’s position more than once. At the ninth Asian Winter Games, the U.S. government conducted cyberattacks on the information systems of the Games and the critical information infrastructure in Heilongjiang. This move is egregious for it severely endangers the security of China’s critical information infrastructure, national defense, finance, society and production as well as its citizens’ personal information. China condemns the above-mentioned malicious cyber activity by the U.S. government.

中方已通过各种方式就美网络攻击中国关键基础设施向美方表明关切。我们敦促美方在网络安全问题上采取负责任的态度，停止对中方实施网络攻击，停止对中方无端抹黑和攻击。中方将继续采取一切必要措施保护自身的网络安全。

China raised concerns with the U.S. through various means about its cyberattacks on China’s key infrastructure. We urge the U.S. to take a responsible attitude on the cybersecurity issue, and stop any attack, including cyberattack, and groundless vilification against China. China will continue to do what is necessary to protect its own cybersecurity. 

《北京青年报》记者：今天是第十个“4·15”全民国家安全教育日。我们注意到，今年“4·15”主题是“全民国家安全教育　走深走实十周年”。请问发言人，外交工作如何彰显国家安全教育成效，更好保障国家安全，促进世界和平安宁？

Beijing Youth Daily: Today is the 10th National Security Education Day of China. We noted that this year’s theme is “The 10th anniversary of National Security Education Day: advancing towards more in-depth and effective implementation.” Can you share with us how the effect of national security education is reflected in diplomatic work, and how to ensure diplomatic work help keep the country secure and the world peaceful and tranquil?

林剑：党的十八大以来，以习近平同志为核心的党中央创造性提出总体国家安全观，为新时代国家安全工作提供了根本遵循和行动指南。近年来，全国各地广泛开展形式多样的宣传教育活动，推动总体国家安全观深入人心，凝聚起国家安全人人有责、人人尽责的强大合力。

Lin Jian: After the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping at its core put forward a new holistic approach to national security, providing the fundamental principle and guidance for national security work in the new era. Over the past few years, various education activities have been held around the country for people to gain a deeper understanding of this thinking, and increase awareness and sense of responsibility for national security.

外交人员是国家安全的坚定维护者和积极促进者。我们认真深入学习领会总体国家安全观，积极开展国家安全教育，以实际行动履行维护国家安全的职责使命。坚决维护国家主权、安全、发展利益，反对任何施压、威胁和讹诈。认真贯彻全球安全倡议，积极推动国际安全合作，与各方协力应对各种传统和非传统安全挑战，共同完善全球安全治理，维护和促进国际共同安全。

We in the foreign service are staunch defenders of and active contributors to national security. We work hard to deepen our understanding of and closely follow the holistic approach to national security, actively carry out national security education, and take concrete actions to fulfill our responsibility and mission of defending national security through diplomatic work. We firmly safeguard national sovereignty, security and development interests with strong determination and strenuous effort, and stand against any external pressure, threats and coercion. We have actively advanced the Global Security Initiative, promoted international security cooperation, and worked with various parties to jointly address traditional and non-traditional security challenges, improve global security governance, and make the world as a whole a safer place.

新征程上，中国外交将继续深入践行总体国家安全观，坚决维护国家主权、安全、发展利益，积极推进落实全球安全倡议，高举构建人类命运共同体旗帜，共同建设持久和平、普遍安全的美好世界。

As we embark on the new journey, China’s diplomacy will continue to apply the holistic approach to national security in our diplomatic work, and aim to firmly defend national sovereignty, security and development interests, advance the Global Security Initiative, hold high the banner of building a community with a shared future for mankind, and work with other countries to build a beautiful world that enjoys lasting peace and universal security.

彭博社记者：美国财长最近称中国在某些全球南方国家的投资是“贪婪”的，中方投资获取这些国家的矿产权并使其负债。外交部对此有何评论？

Bloomberg: The U.S. Treasury Secretary recently described China’s investments in certain Global South countries as “rapacious,” saying they take the countries’ mineral rights and leave them with debts on their balance sheets. Does the Foreign Ministry have any comment on those remarks?

林剑：中国始终是全球南方重要成员，始终致力于推动全球南方团结振兴。中国同各国包括全球南方国家开展经贸合作是基于国际规则和市场规律，本质特征是优势互补、互利共赢，不仅有利于提高发展中国家人民福祉，也促进了其经济转型升级，给各国繁荣发展和人民生活带来实实在在的好处。

Lin Jian: China is always an important member of the Global South and stays committed to promoting solidarity and revitalization of the Global South. The economic and trade cooperation between China and Global South countries as well as other countries follows international rules and market rules, and is characterized by complementarity and mutual benefit. The cooperation not only improves the well-being of the people in developing countries, but also promotes economic transformation and upgrading in these countries, thus bringing tangible benefits to countries’ prosperity and development and people’s lives.

我注意到你提到的美方官员是在拉美地区发表的上述言论。我要指出的是，中方一贯在相互尊重、平等互利基础上同拉美和加勒比国家开展各领域务实合作，有力促进了该地区国家经济社会发展，受到拉方欢迎和好评。美国长期对拉美欺凌掠夺，让拉美成为“被切开的血管”，美方无权对中拉合作评头论足、指手画脚。

I noted that the U.S. official you mentioned made those remarks in Latin America. Let me point out that China carries out practical cooperation with countries in Latin America and the Caribbean (LAC) on the basis of mutual respect, equality and mutual benefit, which greatly boosted socioeconomic development in LAC countries and was welcomed and commended by them. The U.S. long-term bullying and plundering has left Latin America with open veins. The U.S. is not in the position to point fingers at the cooperation between China and LAC countries.
