On January 2, the groundbreaking ceremony for the 2025 "New Year Opening Boom" major projects, including Xiamen's new intelligent two-piece can production base project, took place in Tong'an District. The event celebrates the launch of 13 major projects in the District with a total investment of 1.326 billion yuan, injecting powerful momentum into Tong'an's rapid high-quality development.

By supporting the prosperous, beautiful, and innovative Tong’an through high-quality projects and accelerating project construction, they aim to forge new growth poles and strive to lead the way in China's modernization efforts.

Expanding the Industrial Chain and Shaping a New Development Landscape

Using beer as a bridge, Tong'an District is further extending its new consumer industry chain.

As the centerpiece of this round of groundbreaking projects, Xiamen’s new intelligent two-piece can production base project has drawn significant attention. Situated on Xinmin Street in the Tong’an District, adjacent to the China Resources Heineken Brewery in Xiamen, the project's first-phase production line will deliver an annual capacity of 1.1 billion cans, ensuring a steady supply of two-piece can packaging for Heineken beer.

"This 'wall-to-wall' collaboration mode can tremendously save logistics costs and generate industrial cluster effects, creating a win-win, synergistic situation," said Cao Qing, Chairman of Shanghai Baosteel Packaging Co., Ltd. (hereinafter "Baosteel Packaging"), the project investor. He emphasized that this project is the second "embedded" supporting factory under the strategic cooperation framework with China Resources Beer, further strengthening Tong'an’s high-end beer industry.

According to the introduction, Baosteel Packaging, a publicly-traded A-share company controlled by China Baosteel Group, is a key player in the metal packaging sector for fast-moving consumer goods, focusing on packaging solutions for food, beverages, and other consumer goods.

The new intelligent two-piece can production base project in Xiamen, which began construction during this groundbreaking event, involves a total investment of 452 million yuan and spans approximately 66,000 square meters, with a total construction area of around 50,000 square meters. It includes the establishment of intelligent beverage can production lines, supporting workshops, auxiliary facilities, offices, and living accommodations. Upon reaching full production, the project is expected to achieve an annual output value of approximately 920 million yuan.

Laying Out Future Industries and Igniting Regional New Engines

In Tong'an District, strategic emerging industries such as new materials and new energy are rapidly gaining prominence, serving as vital drivers of high-quality development.

The key project in Fujian Province --- the ZHLT Group New Energy Project is one of the rising stars in the new energy field of Tong'an. With a planned total investment of 300 million yuan, the project intends to build standard factories covering around 50,000 square meters and feature five high-efficiency production lines, catering to the large-scale production demands of new energy battery components.

After the project is completed and put into production, it is expected to achieve an annual output value of no less than 300 million yuan, which will strongly boost the development and growth of upstream and downstream enterprises in the related industry chain, while attracting more high-end talents and innovative resources to Tong'an, and providing robust support for the sustainable development of the regional economy.

According to the information, ZHLT Group (Xiamen) New Energy Technology Co., Ltd. specializes in integrating power battery and energy storage battery systems, researching and producing new energy battery components, developing energy storage batteries for drones, and providing photovoltaic-storage integrated system solutions and services, as well as smart energy management solutions and services. The company has already secured more than 100 national patents in battery technology, covering areas such as battery structural design, safety protection technology, and energy management systems.

Yesterday's groundbreaking projects involved numerous high-quality industrial ventures. The Tong'an Xiangping West Industrial Park and supporting facilities projects plan to build general-purpose factory buildings, focusing on introducing machinery and equipment, new materials, new energy, and the food processing industry while also developing the consumer goods industry. The Tongxiang Commercial Plaza Project, designed as a public service facility for Tongxiang High-tech City, will help create a model area integrating industry, living, and tourism, making it ideal for working, living, and leisure. The Xiamen Steel Good Steel Structure Factory project plans to build production lines for steel structures, aluminum alloy windows and doors, and curtain wall components, targeting an average annual output of 400 million yuan.

Optimizing Public Services and Highlighting New Livelihood Initiatives

Tong’an remains dedicated to improving "people's livelihood," enhancing residents' happiness and fulfillment.

The Wuxian Elderly Care Land (Xiamen Xingzhong Home Care Hospital) Project is a vital move in the layout of Tong'an's elderly care services. Built to four-star elderly care institution standards, it covers about 6,428.89 square meters, with a total construction area of around 20,000 square meters, designed for 330 beds, including medical facilities, dining halls, and rehabilitation spaces.

According to the introduction, the project plans to be completed and operational by the end of 2026. At that time, Xiamen Baomingda Group will leverage the Xingzhong Home Care Hospital to actively explore and practice a "property management + elderly care" service model, addressing elderly individuals' diverse and high-quality service needs.

Currently, Tong'an District is gradually developing a comprehensive elderly care service framework that includes "basic protection for low-income seniors, market-driven options for middle-class groups, and tailored choices for high-income populations," establishing a care system "based on home care, supported by community services, and supplemented by institutional care." A district official stated that the future plans include accelerating the elderly care facility layout, further encouraging and supporting social forces like enterprises to develop elderly care services, and ensuring more Tong'an seniors can access quality care services.

Tong'an's unwavering commitment to improving people's lives never stops. Among the projects breaking ground this time, key projects underway include Phase I of Tongxiang High-tech City Central Hospital, the Tongxiang High-tech City Sports Center, and the Xiawei and Liushan Urban Village Renovation projects. These initiatives will enhance medical services, cultural and sports offerings, and living conditions, further optimizing public services and developing social undertakings.

Strengthening Infrastructure and Shaping a New Urban Environment

With rapid advancements in infrastructure and significant improvements in urban quality, Tong'an lays a solid hardware foundation for integrated production-city-people development.

The Xiamen Metro Zhaiyang Vehicle Depot Project, located in the land parcel surrounded by Wuxian Road and Tong'an East Road, covers approximately 400,000 square meters with a total construction area of around 190,500 square meters. Upon completion, the project will handle the scheduled and unscheduled maintenance of all vehicles assigned to the Jitong section of Metro Line 6, as well as routine inspections, train deployment, parking, and preparation for assigned vehicles, while establishing a comprehensive maintenance center and material central warehouse for the entire line.

The Phase II Tingxi - Xiang'an Raw Water Project (Tingxi - Old National Highway 324 Section) starts at the exit of the Tingxi Reservoir water diversion tunnel and ends at the Old National Highway 324 Section. This newly constructed 14.03 - kilometer route will have a water transmission capacity of 7.80 cubic meters per second. Upon completion, the project will transform the Tingxi Reservoir Group's water supply network from non-pressurized to pressurized supply. By leveraging the natural elevation drop between Tingxi and Zhuba, the project will enable efficient water transmission, store surplus water during the rainy season, reduce water wastage, and improve water resource utilization.

Upon completion of Xiamen's 2025 Communication Infrastructure Supporting Project, around 240 new 5G base stations will be built with corresponding facilities, and 1,600 existing facilities will be renovated, covering approximately 5.83 million square meters of indoor distributed areas across newly constructed buildings.

From today's projects spring tomorrow's outputs, future's wealth in full bloom. The chief Tong'an district official emphasized that the District will capitalize on the optimal construction period, enhance safety oversight, and work to ensure projects are completed and operational as soon as possible. In 2024, Tong'an District vigorously drove project development, expanded investment, and stabilized growth by launching 139 projects with a total investment of 32.395 billion yuan and completing 138 projects with a total investment of 76.675 billion yuan. Notably, the District has ranked first citywide in comprehensive land requisition and demolition evaluations related to key provincial and municipal projects.
