王小龙大使接受新西兰国家广播电台《早间新闻》节目采访

【2025年4月14日 星期一 新西兰华新时报讯】据中国驻新西兰大使馆消息,新西兰时间4月11日7时15分许(北京时间凌晨3时15分),正在国内出差的王小龙大使接受新西兰国家广播电台旗舰节目《早间新闻》直播采访,就美国滥施关税问题阐明中方严正立场。《早间新闻》是新西兰国家广播电台收听率最高、辐射面最广的时政新闻广播节目,近日曾多次就关税问题采访新总理拉克森、财长威利斯、反对党领袖希普金斯等。王大使采访实录如下:

On April 11, at approximately 7:15 am New Zealand time (3:15 am Beijing time), Ambassador Wang Xiaolong, who is on a business trip in China, had a live interview with Corin Dann from Morning Report of RNZ. During the interview, His Excellency articulated China’s solemn position on the US tariffs. Morning Report is RNZ National’s flagship news programme, one of the highest-rated and most widely broadcast news radio programme in New Zealand. It has previously conducted interviews on tariff-related issues with Prime Minister Rt Hon Christopher Luxon, Finance Minister Hon Nicola Willis, and Leader of the Opposition, Rt Hon Chris Hipkins. The transcript of Ambassador Wang’s interview is as follows:

主持人:我们现在连线中国驻新西兰大使王小龙博士。大使先生早上好,感谢您接受《早间新闻》的采访。新西兰民众非常关心中美之间似乎正在进行的贸易战,您如何看待当前局势?

Corin Dann: We can go to the Ambassador to China now, Dr Wang Xiaolong. Good Morning, Mr Ambassador! Thank you for joining us on Morning Report. A lot of concern, you can imagine in New Zealand that we are witnessing what appears to be a trade war now breaking up between China and the United States. Is that how you would describe it? 

王大使:不仅新西兰关心,中国也高度关注当前事态及下一步发展,因为这是前所未有的局面。美国单方面威胁及施加的所谓“对等关税”,实际上既不对等,更是单边保护主义行为,对全球经济和贸易造成严重损害。中国不寻求关税战或贸易战,但如果有谁把关税战或贸易战强加于我们,中国必将坚定捍卫自身利益。

Ambassador Wang: Not only are you concerned, we are very concerned in China as well about what is going on and what is going to happen as a next step, because this is something unprecedented. We haven’t seen it in the past, this, so to speak, reciprocal tariff threatened or imposed by the United States. It's nowhere near reciprocal. It’s unilateral, protectionist, and has wrecked havoc to the global economy, to global trade. We in China, we don’t seek a tariff war or a trade war. But if a tariff war or a trade war is imposed upon us,  we'll certainly take resolute measures to defend our own interests.

主持人:中国是否准备与美国达成协议?

Corin Dann: Is China prepared to do a deal with the United States?

王大使:中方一贯主张通过谈判协商解决国家间分歧,贸易领域也不例外。中方谈判的大门始终敞开,但谈判必须基于相互尊重和平等。

Ambassador Wang: We have always advocated negotiations or consultations to settle any dispute or differences between countries, and we don’t think differences on trades is any exception. For us, the door has been always open for negotiations, but those negotiations will have to take place on the basis of mutual respect and equality.  

主持人:美方批评中国通过经济操控长期保持巨额贸易顺差,损害世界经济平衡。您如何回应这种“中国不公平贸易”的指责?

Corin Dann: Let me put the criticism to you from the United States. They would argue that China has been able to manipulate its economy, run up large trade surpluses, which has unbalanced the world economy to the detriment of the United States. Has China been a fair player when it comes to trade over the last decade or so?

王大使:中国的经济发展成就是中国人民辛勤奋斗的结果。许多经济学家,包括美国的权威学者早已指出,美国巨额贸易逆差的根源是其国内生产与消费的失衡——当消费超过生产时必然出现逆差,这正是美国经济现状。

Ambassador Wang: The Chinese economy has come to this point, we made the progress we’ve seen as a result of very hard work of the Chinese people. If you listen to many of the economists, including some of the leading economists in the United States, it is very clear why such a huge deficit has accumulated for the United States in terms of trade. It is not because anyone has not played fair vis-a-vis the United States, but largely because of the gap between what is produced and what is consumed in the United States. For any country, including the United States, if you consume more than what you produce, then you’ll be running a trade deficit. That is exactly what is happening to the US economy. 

主持人:在美方日益同中方看重的贸易体系脱钩背景下,中国会否考虑加大对新西兰等国的出口?

Corin Dann: Okay, if I could ask you a little bit about New Zealand. Do you envisage that as the trade situation changes, with the US decoupling, it seems, from a large part of the trading system that China would look to, perhaps in more of its exports to a country like New Zealand.

王大使:首先,美国是中国的重要贸易伙伴,如果关税超过100%,显然中美双边贸易很大一部分将归零,进而给中国经济带来逆风。但中国对美出口仅占总出口的13%,较2018年峰值18%已下降,仅占中国GDP的3%。即便完全中断,中国也能通过扩大内需、金融调控、推动创新等举措保持宏观经济稳定。这些措施既能抵御短期冲击,也将为长期发展奠定基础。

Ambassador Wang: Well, first and foremost, as far as the Chinese economy is concerned, the United States certainly is a significant trading partner. If tariffs are pushed beyond 100%, then that will certainly wipe out a significant chunk in the bilateral trade between the two countries, and that will increase the headwind for the Chinese economy. There's no doubt about that. But first, the export to the United States accounts for only about 13% of our overall export. It has come down from the peak in 2018 of about 17% or 18% at the time, and it's only about 3% of our overall economy. Even if the entire export is wiped out, we are better prepared to withstand the impact. And we have other drivers for economic growth. We are boosting domestic consumption. We are taking financial and monetary measures to maintain macroeconomic stability. We are boosting some of the long-term drivers, like innovation, that will not only help to withstand the short term impact of these tariffs, but aslo put in place some of the building blocks for longer-term growth and development into the future. 

主持人:您提到了中国经济可能面临一定逆风,但您十分有信心,中方可以渡过难关。但似乎中国5%增长目标面临挑战,这是否意味着像新西兰一样的国家在出口上会面临外部需求下降的情况?

Corin Dann: So you mentioned there will be headwinds. You're confident, obviously, that China can withstand this, but the economy, the target of 5% growth, is going to be challenging. In that environment, will a country like New Zealand, which exports large amounts of its exports to China, is going to have to accept a new world where there will be less demand for New Zealand goods?

王大使:对中方来说,中新互为重要贸易伙伴,中方将继续致力于发展这一互利关系。在当前形势下,中新两国拥有重要的共同利益,我们不仅是彼此的贸易伙伴,更是贸易体系发展的参与者和利益攸关方——因为中新两国都支持以世贸组织为核心、以规则为基础的多边贸易体系,并希望这一体系持续发挥作用。我们看到,美国作为该体系的主要创建者,正在使用社交媒体摧毁这一体系。这种行为违背包括美国自身在内的世界各国利益。

Ambassador Wang: Well, as far as we are concerned, New Zealand is a mutually important trading partner. On our part, we’ll continue to be committed to developing this relationship, because this relationship has been mutually beneficial for both of us. I think, between China and New Zealand, we share important common interests as far as what is going on currently is concerned. Not only, again, as mutual trading partners, but also as participants and stakeholders in what is going on in the trading system, because both New Zealand and China support a rules-based multilateral trading system centered on the WTO. And both of us would hope that this multilateral trading system would continue to function. What we're seeing is that the United States took the lead in building this system up, but with the pressing of a few social media send buttons, they're tearing this system down, which is against the interests of countries around the world, including the United States itself.

主持人:大使先生,请允许我提最后一个问题。非常感谢您今早接受《早间新闻》采访。您是否认为中国或许能同新西兰一道,在深化发展基于规则的贸易体系过程中发挥引领作用,例如如果中国能够加入的话,围绕CPTPP构建的新体系?您如何看待这一前景?

Corin Dann: If I could jump in with one last question, Mr. Ambassador, and we do appreciate your time this morning on Morning Report. Do you see China, and perhaps with New Zealand too, as well, taking a lead role in trying to grow the rules-based trade system, a new rules-based trade system, perhaps built around the CPTPP, if China could get access to that. Do you see that as a future path?

王大使:我认为,包括中新在内的各国可以共同捍卫基于规则的多边贸易体系,同时建立促进全球贸易和经济增长的新机制。请记住,美国并不是全世界——其贸易量仅占全球贸易总额的13%,且只是一个国家,其余190多个国家占了全球贸易的87%,这些国家通过合作确保贸易与经济继续增长的空间非常广阔。在此方面,中新两国可深化合作,包括加快中国申请加入CPTPP的进程——该协定不仅在亚太地区发挥重要作用,更代表着全球范围内的最高水平。

Ambassador Wang: Yeah, I think there’s a lot of agency for countries like New Zealand and China in terms of defending the rules-based multilateral trading system and at the same time, developing mechanisms that would allow global trade and global growth to continue. Remember, the United States is not the entire world. It represents only about 13% of global trade and it's only one country. There are other more than 190 countries in the world, representing the remaining 87% of the entire global trade. There is lot of room for these countries to work together to make sure that trade will continue to grow and growth will contunue. In that space, there’s a lot of room for New Zealand and China to work together, including on our application for membership for CPTPP, which plays an important role, not only in the Asia Pacific region, but also as a standard bearer globally.
