At the invitation of Premier of the State Council Li Qiang, Prime Minister of Nepal KP Sharma Oli will pay an official visit to China from December 2 to 5.
《中国日报》记者：你刚刚发布了尼泊尔总理奥利正式访华的消息，能否介绍此访有关安排？中方如何评价当前中尼关系？对此访有何期待？
China Daily: To follow up on your announcement that Nepal’s Prime Minister Oli will pay an official visit to China. Can you brief us on the program of the visit? How does China view the current China-Nepal relations and what’s China’s expectation for the visit?
毛宁：奥利总理曾两次以尼泊尔总理身份访华，为推动中尼关系发展作出重要贡献。此次来华访问期间，习近平主席将会见奥利总理，李强总理、赵乐际委员长将分别同他举行会谈会见。两国领导人将就深化中尼传统友谊、拓展双方共建“一带一路”和各领域交流合作，以及共同关心的国际地区问题深入交换意见。
Mao Ning: Prime Minister KP Sharma Oli has visited China twice as Nepal’s Prime Minister and made important contributions to advancing the growth of China-Nepal relations. During his upcoming visit, President Xi Jinping will meet with him, and Premier Li Qiang and Chairman of the Standing Committee of the National People’s Congress Zhao Leji will have talks and meet with him respectively. The two countries’ leaders will have in-depth exchanges of views on deepening our traditional friendship, expanding Belt and Road cooperation and exchanges and cooperation in various fields, as well as international and regional issues of mutual interest.
中国和尼泊尔是山水相连的传统友好邻邦。建交69年来，无论国际地区形势如何变化，两国关系保持健康稳定发展，树立了大小国家平等相待、合作共赢的典范。2019年，习近平主席对尼泊尔进行历史性国事访问，两国关系提升为面向发展与繁荣的世代友好的战略合作伙伴关系。近年来，双方认真落实两国领导人达成的重要共识，推动中尼关系取得丰硕成果。中方愿同尼方一道，以奥利总理访华为契机，增进战略互信，拓展务实合作，深化高质量共建“一带一路”合作，推动中尼战略合作伙伴关系不断取得新进展。
China and Nepal are neighbors with enduring friendship connected by mountains and rivers. Over the past 69 years since China and Nepal established diplomatic relations, despite the changing international and regional landscape, bilateral ties have maintained sound and steady growth, setting a fine example of equality and win-win cooperation between countries of different sizes. In 2019, President Xi Jinping paid a historic state visit to Nepal and the bilateral relationship has been elevated to the strategic partnership of cooperation featuring ever-lasting friendship for development and prosperity. In recent years, the two sides have been earnestly delivering on the important common understandings between leaders of the two countries and achieved fruitful outcomes in our bilateral ties. China stands ready to work with Nepal through Prime Minister Oli’s visit to enhance strategic mutual trust, expand practical cooperation, deepen high-quality Belt and Road cooperation and strive for new progress in China-Nepal strategic partnership of cooperation.

AFP: Sweden said yesterday that it has sent a formal request to China to cooperate with Swedish authorities as they investigate the severing of two cables in the Baltic Sea after a Chinese ship, the Yi Peng 3, was linked to the incident. Can the Foreign Ministry share any updates on this incident or the investigation?
毛宁：中方愿同相关国家合作查明事实真相，中瑞双方正就此保持着密切沟通。
Mao Ning: China stands ready to work with relevant countries to find out what happened. There is ongoing close communication between China and Sweden on this.
深圳卫视记者：日前第29届联合国气候变化大会顺利闭幕，气候治理成为热门话题。我们注意到中国在世界范围内率先实现土地退化“零增长”、荒漠化土地和沙化土地面积“双减少”，截至2023年底森林覆盖率已超过25%，成为全球增绿最多的国家。发言人如何评价中国荒漠化防治的成效和对世界的贡献？
Shenzhen TV: The 2024 United Nations Climate Change Conference, or COP29, successfully concluded a few days ago and climate governance has become a hot topic. We noted that China is the first country in the world to achieve zero net land degradation and reduce both desertification and sandification. By the end of 2023, China’s forest coverage ratio had exceeded 25 percent with the increase topping the world. How would you comment on China’s achievement in desertification prevention and control and its contribution to the world?
毛宁：中国是世界上遭受荒漠化危害最严重的国家之一。中国政府高度重视，持续推进荒漠化综合防治和“三北”等重点生态工程建设，推动53%的可治理沙化土地得到有效治理，实现了生态保护与民生改善的良性循环，也为全球防沙治沙进程作出了贡献。
Mao Ning: China is among the countries that suffer most from desertification. The Chinese government attaches great importance to this issue, and has steadily advanced the comprehensive prevention and control of desertification and major ecological conservation projects, such as the Three-North Shelterbelt Forest Program. We have put 53 percent of treatable sandy land under effective treatment, realized a virtuous cycle of ecological conservation and improvement of people’s life, and contributed to the global effort to combat sandification.
今年是中国签署《联合国防治荒漠化公约》30周年。30年来，中国积极履行《公约》，扎实开展防沙治沙国际合作，开拓“一带一路”防治荒漠化合作机制。中国还与同样面临荒漠化问题的中亚、非洲国家分享治沙技术和经验，提供技能培训，为“全球南方”共谋绿色发展注入动力。
This year marks the 30th anniversary of China signing the United Nations Convention to Combat Desertification (UNCCD). Over the past three decades, China has taken active effort to implement the convention, carried out international cooperation on combating sandification, and explored mechanisms under Belt and Road cooperation to prevent and control desertification. China has also shared relevant technology and experience and provided training to Central Asian and African countries, which also face the problem of desertification, injecting impetus to the joint pursuit of the Global South for green development.
下周，《联合国防治荒漠化公约》第十六次缔约方大会将在沙特举行，中方将派代表团与会，为全球荒漠化防治提供“中国方案”，与各方携手为地球增添更多绿色。
Next week, COP16 of the UNCCD will be held in Saudi Arabia, and China will send a delegation to the meeting to contribute China’s solutions to global effort to combat desertification and join hands with all parties to make Planet Earth greener.
路透社记者：北京一家法院今天以间谍罪判处中国记者董郁玉7年有期徒刑。鉴于该案受到国际关注，外交部对此有何评论？
Reuters: A Beijing court sentenced Chinese journalist Dong Yuyu to seven years in prison today for espionage. Would the Foreign Ministry like to comment given the international attention his case has attracted?
毛宁：中国是法治国家，中国司法机关严格依法办案，违法犯罪必被依法追究。
Mao Ning: China upholds the rule of law and Chinese judicial authorities handle cases in strict accordance with the law. Those who violate laws will certainly be brought to account in accordance with the law.
塔斯社记者：昨日，俄罗斯总统普京在阿斯塔纳回答记者提问时表示，他与哈萨克斯坦总统托卡耶夫讨论了通过哈向包括中国在内的其他国家供应石油和天然气的可能性。请问中方对此有何评论？
TASS: Yesterday, when answering questions from the press in Astana, Russian President Putin said he discussed with President of Kazakhstan Kassym-Jomart Tokayev the possibility of creating new routes for oil and gas pumping to third countries, including to China, over the territory of Kazakhstan. What is China’s comment on this?
Mao Ning: I’d refer you to competent Chinese authorities for this question.
路透社记者：中方有没有直接要求美国不允许台湾赖清德访问太平洋岛国时过境夏威夷和关岛？
Reuters: Has China directly told the US not to allow Taiwan’s Lai Ching-te to visit Hawaii and Guam while he is on the Pacific tour?
毛宁：习近平主席在中美元首利马会晤中强调，一个中国原则和中美三个联合公报是双边关系的政治基础，必须始终恪守。“台独”分裂行径同台海和平稳定水火不容。美方想要维护台海和平，关键是要认清赖清德和民进党当局的“台独”本性，慎之又慎处理台湾问题，明确反对“台独”，支持中国和平统一。
Mao Ning: In the meeting between Chinese and US Presidents in Lima, President Xi Jinping stressed that the one-China principle and the three China-US joint communiqués are the political foundation of China-US relations and they must be observed. Cross-Strait peace and stability and “Taiwan independence” separatist activities are irreconcilable as water and fire. If the US side cares about maintaining peace across the Taiwan Strait, it is crucial that it sees clearly the true nature of Lai Ching-te and the DPP authorities in seeking “Taiwan independence,” handles the Taiwan question with extra prudence, unequivocally opposes “Taiwan independence,” and supports China’s peaceful reunification.
我想重申，中方坚决反对任何形式的美台官方往来，坚决反对台湾当局领导人以任何名义、任何理由窜美，坚决反对美方以任何形式纵容支持“台独”分裂分子及其分裂行径。我们敦促美方恪守一个中国原则和中美三个联合公报，切实履行美方领导人作出的不支持“台独”等承诺，停止美台官方往来，停止向“台独”分裂势力发出错误信号。中方捍卫国家主权和领土完整、反对外部势力干涉内政的决心坚定不移。
Let me reiterate that China firmly opposes any form of official interaction between the US and the Taiwan region, firmly opposes any visit by the leader of the Taiwan authorities to the US in any name or under whatever pretext, and firmly opposes any form of US connivance and support for “Taiwan independence” separatists and their separatist activities. We urge the US to abide by the one-China principle and the three China-US joint communiqués, act on its leaders’ commitments, including not supporting “Taiwan independence,” stop any official interactions with the Taiwan region, and stop sending wrong signals to “Taiwan independence” separatist forces. China remains resolutely determined to defend national sovereignty and territorial integrity, and oppose interference in our internal affairs by external forces.
《环球时报》记者：据报道，美国得克萨斯州州长阿博特近期发布3项行政令，要求防范中国“海外警务站”“猎狐行动”等打压异见人士，禁止得州政府机构和所有公立高等教育机构同中国政府控制的公司新签商业合同，保护得州关键基础设施免受“中国攻击”等。阿博特还致信州政府机构禁止其使用州立基金在华发起任何新投资，并尽快全面撤出对华投资。外交部对此有何评论？
Global Times: It’s reported that, Texas Governor Greg Abbott issued three executive orders recently, which ask for preventing China’s “police service stations” overseas and “Operation Fox Hunt” from targeting dissidents, prohibiting Texas state agencies and all public higher education institutions from entering into new contracts with companies controlled by the Chinese government, and protecting critical infrastructure in Texas from being “attacked” by China. Greg Abbott also sent a letter to Texas state agencies, prohibiting them from making any new investments of state funds in China and asking them to divest at the first available opportunity. What’s the Foreign Ministry’s comment?
毛宁：所谓“中国海外警察站”根本不存在。中国执法机关严格根据国际法开展对外执法合作，充分尊重外国法律和司法主权，依法保障犯罪嫌疑人合法权益。
Mao Ning: There is no so-called Chinese police service stations overseas at all. China’s law enforcement agencies carry out cooperation in international law enforcement in strict accordance with international law, fully respects other countries’ laws and judicial sovereignty and safeguard the lawful rights and interests of the suspects.
中美经贸合作本质是互利共赢。多年来，中国企业对美投资为促进美国国内就业和经济发展做出了重要贡献。将经贸投资问题泛政治化、泛安全化违背市场经济原则和国际经贸规则，有损外界对美国市场环境的信心，也无助于美国经济增长。美方有关人士应当停止对中国的无端指责抹黑，多做促进中美合作的事情。
The economic ties and trade between China and the US are win-win in nature. Over the years, Chinese companies’ investments have made important contributions to boosting employment and economic growth in the US. To politicize the issue of trade and investment and overstretch the concept of security runs contrary to the principle of market economy and international trade rules, undermines international confidence in the US market and does no good to the US’s economic growth. Relevant people in the US should stop smearing and making groundless accusations against China. Instead, they need to do more to facilitate cooperation between China and the US.
路透社记者：《全面与进步跨太平洋伙伴关系协定》成员本周在温哥华召开会议，讨论加入该自由贸易协定的申请。据报道，会议同意成立工作组审议哥斯达黎加加入协定事宜。发言人能否透露，是否也成立了工作组考虑中方申请？
Reuters: CPTPP members met in Vancouver this week to consider applications to join the free trade agreement. According to reports, the meeting agreed to set up a working group to consider Costa Rica’s entry. Are you able to tell us whether a working group to consider China’s bid to join was also set up?
毛宁：关于CPTPP，中方立场是一贯、明确的。中方坚定倡导贸易自由化便利化，积极参与亚太区域合作和经济一体化。我们主动对接国际高标准经贸规则，积极扩大自主开发，推动加入CPTPP进程，与各方就此保持着接触、沟通和磋商。
Mao Ning: China’s position on the CPTPP is consistent and clear. China firmly champions trade liberalization and facilitation and actively participates in the regional cooperation and economic integration of the Asia-Pacific. We have taken the initiative to align with high-standard international trade rules, taken proactive steps to expand opening up, and advanced the process of joining the CPTPP. We are in contact, communication and consultation with all parties on this.
路透社记者：据英国广播公司报道，全球时尚连锁店优衣库董事长称，优衣库没有使用来自新疆的棉花。外交部对此有何评论？
Reuters: A BBC report quoted the boss of global fashion chain Uniqlo as saying the brand does not use cotton from Xinjiang. Would the Foreign Ministry like to comment on these remarks?
毛宁：新疆地区的棉花是世界上最好的棉花之一。希望有关企业排除政治压力和不良干扰，独立自主作出符合自身利益的商业决策。
Mao Ning: Cotton from the Xinjiang region is among the best in the world. We hope relevant company will overcome political pressure and malign disruption, and independently make business decisions that serve its own interests.
路透社记者：发言人能否确认中俄今天进行的联合空中巡航是在国际空域还是中俄领空？
Reuters: Could you confirm whether today’s joint air patrols between China and Russia took place in international or Chinese or Russian airspace?
Mao Ning: I’d refer you to competent Chinese authorities for this question.

China is a country with close ties to both Russia and North Korea. How does China view this visit and Russia and North Korea’s recent military cooperation?
毛宁：俄朝都是主权独立国家，双边交往是俄朝自己的事。我们不了解具体情况。对于乌克兰危机，中方的立场是一贯的。
Mao Ning: Russia and the DPRK are independent sovereign states. Their bilateral exchange is a matter for themselves and we are not familiar with the specifics. China’s position on the Ukraine crisis is consistent.
