《北京日报》记者：中国“智利周”是智利连续多年在华举办的规模最大、级别最高的系列推广活动。目前，第九届中国“智利周”正在北京、杭州、成都、广州等多地举行，一系列别开生面的活动正在中国掀起“智利热”。请问发言人对此有何评论？

Beijing Daily: Chile Week China is the largest-scale and highest-level promotion event that Chile has held in China for several consecutive years. As we speak, the ninth Chile Week China is unfolding in multiple cities, including Beijing, Hangzhou, Chengdu and Guangzhou, and the various unique activities have created many “Chile lovers” in China. What is your comment on this?

林剑：中国和智利是好朋友、好伙伴，两国经济互补性强、利益契合点多、合作领域广阔。“智利周”活动连续在华举办，影响力逐年提升，有力见证了近年来中智关系的蓬勃发展。中方欢迎智方继续在华举办“智利周”活动，乐见两国互利合作纽带日益紧密，为两国人民带来实实在在的好处。

Lin Jian: China and Chile are good friends and good partners. The two countries have highly complementary economies, extensive common interests, and broad cooperation areas. Chile Week has been held in China for several consecutive years with steadily growing influence, bearing witness to the vigorous growth of China-Chile ties in recent years. China welcomes Chile to continue to hold Chile Week events in China. We are pleased to see increasingly closer mutually beneficial cooperation between the two countries which delivers tangibly to our peoples.

俄新社记者：美国当选总统特朗普日前威胁称，如果金砖国家不放弃打造可替代美元的货币计划，美国将对这些国家加征100%的关税。中方对此有何回应？

RIA Novosti: In a threat to BRICS countries, Donald Trump who won the US elections said that they will neither create a new BRICS Currency to replace the Dollar or, they will face 100 percent Tariffs. What’s China’s comment?

林剑：金砖国家作为新兴市场和发展中国家合作的重要平台，倡导开放包容、合作共赢，不搞阵营对抗，不针对第三方，为的是实现共同发展、普遍繁荣。中方愿继续同金砖伙伴一道，深化各领域务实合作，为世界经济持续稳定增长作出更多贡献。

Lin Jian: As an important platform of cooperation for emerging markets and developing countries, BRICS advocates openness, inclusiveness and win-win cooperation, not bloc confrontation, and does not target any third party. The aim is to realize common development and prosperity. China stands ready to continue working with BRICS partners to deepen practical cooperation in various fields and make more contribution to the sustained and steady growth of the world economy.

路透社记者：中方是否计划于赖清德本周末返台之际在台岛周围举行更多军事演习？

Reuters: Does China plan to hold more war games around Taiwan once Lai Ching-te returns at the end of the week?

林剑：台湾问题是中国核心利益中的核心。中方捍卫国家主权和领土完整的决心坚定不移，正密切关注事态发展。

Lin Jian: The Taiwan question is at the very core of China’s core interests. Nothing will deter China from upholding national sovereignty and territorial integrity. China will be closely watching the situation.

《北京青年报》记者：日前，伊朗与英国、法国、德国以及欧盟在日内瓦举行高级别对话，重点就伊朗核问题交换意见。双方同意近期继续进行外交对话。中方对此有何评论？

Beijing Youth Daily: Most recently, Iran held high-level talks with the UK, France, Germany, and the EU in Geneva mainly to exchange views on the Iranian nuclear issue. The two sides agreed to continue diplomatic dialogue in the near future. What’s China’s comment？

林剑：中方注意到有关报道。对话协商是解决伊朗核问题的正道。当前形势下，各有关方应努力维护对话协商良好氛围，为恢复伊朗核问题谈判采取建设性行动。中方将继续坚持客观公正立场，积极劝和促谈，与各方一道推动伊朗核问题政治解决进程。

Lin Jian: We noted relevant reports. Dialogue and consultation is the right way forward for resolving the Iranian nuclear issue. Under the current circumstances, parties need to strive to maintain an enabling atmosphere for dialogue and consultation, and take constructive action for the resumption of negotiation on the Iranian nuclear issue. China stands by our objective and just position, and will actively promote talks and work with the other parties to advance the political resolution of the Iranian nuclear issue.

法新社记者：美国国会众议院“新冠疫情特设委”发布报告称，新冠病毒很可能是从中国实验室泄漏的。中方是否知晓这份报告？对此有何评论？

AFP: The US House Select Subcommittee on the Coronavirus Pandemic released a report on COVID-19. They said that they believe that the virus probably leaked from the Chinese lab. Is China aware of this report? And do you have any comment on this?

林剑：美方的所谓报告在没有任何实质证据的情况下，炮制诱导性结论，对华泼脏水，搞栽赃陷害，仍是政治操弄溯源的老套路，没有任何可信度。

Lin Jian: The so-called report by the US, without any substantial evidence, came up with a suggestive, misguided conclusion to frame and throw mud at China. This is a repetition of the old playbook of using the issue of origins tracing for political manipulation. There is nothing credible about that so-called conclusion.

溯源是一个严肃的科学问题，中国始终秉持科学、开放、透明精神，积极支持和参与全球科学溯源，坚决反对任何形式的政治操弄。“实验室泄漏极不可能”是中国—世卫组织联合专家组在实地走访武汉相关实验室并同相关科研人员深入交流的基础上得出的权威科学结论，准确反映在中国—世卫组织溯源联合研究报告中，得到了国际社会和科学界的广泛认可。

Origins-tracing is a serious science issue. In the spirit of science, openness, and transparency, China has actively supported and participated in global science-based origins-tracing, and firmly opposed any form of political manipulation. It is “extremely unlikely” that the pandemic was caused by a lab leak—this is the authoritative conclusion reached by the experts of the WHO-China joint mission following their field trips to the lab in Wuhan and in-depth communication with researchers and it is a conclusion based on science. The conclusion is accurately reflected in the mission’s report and has been widely acknowledged by the international community, including the science community.

美国应当立即停止将溯源问题政治化、工具化、武器化，停止对别国栽赃抹黑、甩锅推责，停止对自身存在的种种疑点装聋作哑，尽快回应国际社会合理关切，主动同世卫组织分享本国早期疑似病例数据，公开德特里克堡及在世界各地设立的生物实验室情况，给世界人民一个负责任的交代。

The US needs to stop politicizing and weaponizing origins-tracing at once, and stop scapegoating others. The US should stop keeping mum about the questions concerning its role in the pandemic, and respond as quickly as possible to the international community’s legitimate concerns, voluntarily share its data with the WHO about suspected early cases in the US, disclose what’s going on at Fort Detrick and US biological labs all over the world, and give a responsible explanation to the world.

澎湃新闻记者：据了解，中方专家赴日本福岛近海独立取样采集的海水样本已运抵中国，请问中方能否证实？

The Paper: We’ve learned that seawater samples independently collected by Chinese expert in waters near Japan’s Fukushima have arrived in China. Can you confirm that?

林剑：根据中日双方达成的共识，日方同意在国际原子能机构框架下对福岛核污染水排海实施长期国际监测，并确保中国等利益攸关国独立取样监测。10月中旬，在国际原子能机构组织下，包括中国在内的多国专家赴福岛第一核电站附近海域，独立采集海水样本并现场封存。近日，相关样本已经运抵中国，中国国内专业研究机构正在进行严谨、独立的检测、分析，并将及时公布进展。

Lin Jian: Based on the agreement between China and Japan, Japan agreed on long-term international monitoring arrangement within the International Atomic Energy Agency (IAEA) over the ocean discharge of Fukushima nuclear-contaminated water, and agreed to ensure that China and all other stakeholders can carry out independent sampling and monitoring. In mid-October, organized by the IAEA, experts from China and other countries traveled to waters near the Fukushima Daiichi Nuclear Power Plant, independently took seawater samples and sealed the samples then and there. Recently the samples have arrived in China. Specialized research institutions in China are conducting rigorous and independent tests and analysis, and relevant progress will be made public in a timely manner.

彭博社记者：澳大利亚总理阿尔巴尼斯表示，中国已取消针对澳肉类加工企业的进口限制，这可能会推动增加澳牛肉对华出口。外交部能否证实这一消息？这对中澳关系发出何种信号？

Bloomberg: Australia’s Prime Minister Albanese has said that China has lifted restrictions on exports from Australian meat works, which would potentially pave the way for more exports of beef to China. Can the Foreign Ministry confirm this and also maybe elaborate on, you know, what type of signals might be sent in terms of the China-Australia relations?

林剑：具体经贸问题建议你向中方主管部门了解。我可以告诉你的是，中方愿同澳方一道，继续通过对话协商，妥善解决彼此关切问题，使中澳关系更加成熟稳定，更好造福两国人民。

Lin Jian: For specific economic and trade issues, I’d refer you to competent Chinese authorities. What I can tell you is that China stands ready to work with Australia to continue properly resolving each other’s concerns through dialogue and consultation in an effort to foster more mature and stable bilateral relations for the benefit of the two peoples.

总台央广记者：据报道，11月29日，科索沃地区领导人库尔蒂称，科北部一条为两座发电站供水的运河遭到塞尔维亚犯罪团伙袭击，可能导致电力和饮用水供应部分中断。此举旨在破坏科关键基础设施。科警方已逮捕8名嫌疑人，其中大多数为科方认定为恐怖组织的塞族民防组织成员。塞尔维亚外长久里奇强烈谴责袭击，称科方对塞指控毫无根据、故意制造紧张。中方对此有何评论？

CNR: It was reported that on November 29, leader of Kosovo Albin Kurti said that a canal that sends water to two power plants in northern Kosovo was hit by Serbian criminal groups, which may have temporarily cut part of the power and drinking water supply. The attack was aimed at damaging Kosovo’s critical infrastructure. Kosovo’s police has arrested eight suspects. Most of them belong to the ethnic-Serbian group Civilna Zastita (Civil Protection), which is designated by Kosovo as a terrorist group. Serbian Foreign Minister Marko Djuric strongly condemned the attack, and added that Kosovo’s accusations against Serbia are “baseless” and “a deliberate diversion” which serve “only to escalate tensions.” What is China’s comment on this?

林剑：中方注意到有关报道，谴责破坏重要基础设施的行为。关于科索沃问题，中方一如既往尊重塞尔维亚的主权和领土完整，呼吁有关方面继续开展务实和建设性对话，积极寻求科索沃问题持久解决方案。在此过程中，科索沃地区各民族的安全和合法权益均应得到保障。

Lin Jian: China noted the reports and condemns acts that damage important infrastructure. On the Kosovo issue, China, as always, respects the sovereignty and territorial integrity of Serbia, and calls on relevant parties to continue engaging in practical and constructive dialogue and actively seek a lasting solution to the issue. In this process, the security and lawful rights and interests of all ethnic groups in Kosovo should be protected.

法新社记者：昨天，针对美国出台新一轮半导体制造设备出口管制规则，中方表示将采取措施维护自身权益。请问中方将采取哪些具体措施？

AFP: A question on chips. We saw yesterday that China made a statement on the new US export controls on chip manufacturing equipment, saying that China would take measures to safeguard its rights and interests. I’m just wondering if you could provide any details on what measures China will take in response?

林剑：中方已就美国再次更新半导体出口管制规则、制裁中国企业、恶意打压中国科技进步提出严正交涉。

Lin Jian: China has lodged serious protests with the US for once again updating the export controls on semiconductors and sanctioning Chinese companies, and maliciously suppressing China’s technology progress.

我要重申，中方一贯坚决反对美方泛化国家安全概念，滥用出口管制措施，对中国企业滥施非法单边制裁和“长臂管辖”。这种做法严重破坏国际经贸秩序，扰乱全球产供链稳定，损害所有国家利益。中方敦促美方尊重市场经济规律和公平竞争原则，并将采取必要措施，坚决维护自身安全和发展利益。

Let me reiterate that China firmly opposes the US’s overstretching the concept of national security, abusing export controls, and wantonly imposing illegal unilateral sanctions and “long-arm jurisdiction” over Chinese companies. Such practices gravely disrupt the international economic and trade order, destabilize global industrial and supply chains and harm the interests of all countries. China calls on the US to respect the laws of market economy and the principle of fair competition. We will do what is necessary to firmly safeguard our security and development interests.

深圳卫视直新闻记者：北京时间12月3日，第79届联合国大会举行全会，通过了中国提交的“在国际安全领域促进和平利用国际合作”决议。发言人能否进一步介绍相关情况？

Shenzhen TV: On December 3, Beijing time, the 79th UN General Assembly held a plenary meeting and adopted the resolution submitted by China entitled  “promoting international cooperation on peaceful uses in the context of international security.” Could you offer more information on the resolution?

林剑：中方欢迎联合国大会再次通过“在国际安全领域促进和平利用国际合作”决议。决议要求加强联合国作用，在各国平等参与基础上，促进对话合作，制定指导原则，维护广大发展中国家和平利用科技的合法权利。决议还专门敦促个别国家停止滥用出口管制、实施非法单边强制措施。

Lin Jian: China welcomes the adoption at the UNGA of the resolution entitled “promoting international cooperation on peaceful uses in the context of international security” again. The resolution asks for strengthening the role of the UN, promoting dialogue and cooperation on the basis of equal participation of all countries and setting guiding principles to safeguard developing countries’ legitimate right of peaceful use of science and technology. The resolution specifically urges certain countries to stop abusing export control and imposing unlawful unilateral coercive measures.

我们高兴地看到，和平利用科技的理念日益深入人心，国际上支持交流合作、反对“小院高墙”的力量不断壮大。中方愿同各方一道，推动决议得到全面、有效落实，促进科技发展成果造福人类和平与发展事业。同时，我们再次敦促个别国家正视国际社会关切，切实纠正错误做法。

China is happy to see that the concept of peaceful use of science and technology is winning greater support and the voice calling for exchanges and cooperation while opposing “small yards with high fences” is growing stronger in the world. China stands ready to work with all sides to push for the full and effective implementation of this resolution, and enable technology progress to contribute to humanity’s peace and development. Meanwhile, we would like to urge certain countries once again to listen to the concerns of the international community and correct their wrongdoings.
