国家主席习近平特别代表、中共中央政治局委员、国务院副总理张国清将于2月9日至12日应邀赴法国出席人工智能行动峰会。
President Xi Jinping’s special representative, Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Zhang Guoqing will travel to France from February 9 to 12 for the Artificial Intelligence Action Summit at the invitation of the host.
阿纳多卢通讯社记者：巴拿马宣布将退出同中方共建“一带一路”合作协议。巴总统穆利诺称已指示，提前90天告知中方将退出协议。中方对此有何评论？你是否认为巴方做出该决定是由于受到了来自美国的压力？
Anadolu Agency: Panama announced it will withdraw from the Belt and Road cooperation agreement with China. President José Raúl Mulino said he instructed a 90-day notice for the withdrawal to be submitted to Beijing. What is China’s comment? Do you think the U.S. pressure has affected Panama’s decision?
林剑：中方对美国通过施压胁迫的手段抹黑破坏共建“一带一路”合作的行径表示坚决反对，对巴方表示不再续签谅解备忘录深表遗憾。
Lin Jian: China firmly opposes the U.S. smear and sabotage of Belt and Road cooperation through the means of pressuring and coercion, and deeply regrets Panama’s decision to not renew the Memorandum of Understanding on the Belt and Road Initiative (BRI).
“一带一路”是经济合作倡议，包括20多个拉美国家在内的150多个国家踊跃参与“一带一路”合作，成果惠及包括巴拿马在内的各国民众。近年中巴两国在共建“一带一路”框架下的合作取得丰硕成果，不断造福两国人民。
The BRI is an economic cooperation initiative with the participation of more than 150 countries, including over 20 Latin American and Caribbean countries, and its outcomes have benefited people of many countries, including Panama. In recent years, China and Panama’s cooperation under the BRI has produced fruitful outcomes and continued to deliver tangibly for the two peoples.
希望巴方从双边关系大局和两国人民长远利益出发排除外来干扰，做出正确决定。
We hope that Panama will bear in mind the overall bilateral relations and the long-term interests of the two peoples, steer clear of external interference and make the right decision.
《中国日报》记者：您刚刚发布了张国清副总理出席人工智能行动峰会的消息。能否进一步介绍中方与会考虑和期待？
China Daily: To follow up on your announcement that Vice Premier Zhang Guoqing will attend the Artificial Intelligence Action Summit, can you further brief us on China’s consideration and expectation?
林剑：中国是人工智能全球治理的积极倡导者和践行者。2023年10月，习近平主席提出《全球人工智能治理倡议》，围绕这一重大时代课题提出了中国方案，贡献了中国智慧。2024年5月习近平主席访法期间，中法发表关于人工智能和全球治理的联合声明，提到中国愿参加法国将于2025年举办的人工智能峰会。张国清副总理作为习近平主席特别代表出席峰会，是落实两国元首共识，彰显中国作为人工智能大国，致力于促进人工智能开发与安全的负责任态度。中方期待通过出席此次峰会，同各方加强沟通交流，凝聚合作共识，积极推进落实联合国《全球数字契约》。我们也欢迎各国来华出席2025世界人工智能大会，塑造具有广泛共识的人工智能全球治理框架，促进人工智能向善普惠。
Lin Jian: China is an active advocate and practitioner of Artificial Intelligence (AI) global governance. In October 2023, President Xi Jinping put forward the Global Initiative for AI Governance, which proposed China’s solution and contributed China’s wisdom on this profound topic of our times. During President Xi Jinping’s visit to France in May last year, China and France released a joint declaration on AI and global governance, which stated that China is willing to participate in the the Artificial Intelligence Action Summit to be held by France in 2025. Vice Premier Zhang Guoqing attending the Summit as President Xi Jinping’s special representative is a step to implement the common understandings between the two presidents, and to demonstrate China’s responsible attitude as a major country in the field of AI and its commitment to advancing the development and security of AI. Through this Summit, China looks forward to enhancing communication and exchanges with all sides, pooling consensus for cooperation and actively advancing the implementation of the U.N. Global Digital Compact. We also welcome countries around the world to participate in the 2025 World AI Conference in China, shape an AI global governance framework based on broad consensus and promote AI for good and for all.

AFP: Taiwan said that it detected six Chinese balloons off the island today. Is this true and does China have a comment on this?

Antara: With President Xi Jinping meeting with Sultan Hassanal Bolkiah of Brunei Darussalam and Thai Prime Minister Paetongtarn Shinawatra yesterday, was there any specific discussion regarding the Myanmar issue, which affects ASEAN’s credibility as a regional organization?
林剑：昨天，习近平主席分别同来华访问的文莱苏丹、泰国总理会见会谈，双方就共同关心的国际地区问题交换了意见。中方已经发布相关消息，你可以查阅。
Lin Jian: Yesterday, President Xi Jinping met with and held talks with Brunei’s Sultan and Thai Prime Minister respectively who are visiting China, and they exchanged views on international and regional issues of mutual interests. We’ve released readouts which you may refer to.
关于缅甸问题，我愿重申，中缅是友好邻邦，中方在缅甸问题上的立场十分明确。我们奉行不干涉内政原则，支持缅方维护独立、主权、国家统一和领土完整，支持缅各方通过友好协商实现政治和解，支持缅方重启政治转型进程。
On the Myanmar issue, let me reiterate that China and Myanmar are friendly neighbors. China’s position on this issue is clear-cut. We follow the principle of non-interference in other countries’ internal affairs, support Myanmar’s effort to safeguard independence, sovereignty, national unity and territorial integrity, support various parties in Myanmar in carrying out friendly consultation toward political reconciliation, and support Myanmar in resuming the political transition process.
缅甸是东盟大家庭不可或缺的重要一员，中方支持东盟保持团结，作为斡旋缅甸问题主渠道发挥积极建设性作用，落实涉缅“五点共识”，推动缅甸局势回稳降温。
Myanmar is an indispensable important member of the ASEAN family. China supports ASEAN in maintaining solidarity, playing a positive and constructive role as the main channel in mediation on the Myanmar issue and implementing ASEAN’s five-point consensus on Myanmar to help stabilize and deescalate the situation in Myanmar.
中新社记者：据报道，日本自民党干事长森山裕就任日本跨党派国会议员联盟“日中友好议员联盟”会长。中方对此有何评论？
China News Service: It was reported that Secretary-General of Japan’s Liberal Democratic Party Hiroshi Moriyama became Chairman of the cross-party Japan-China Friendship Parliamentarians’ Union. What is China’s comment?
林剑：森山裕先生是日本资深政治家，关心支持中日交往合作，曾多次率团访华。日中友好议员联盟是日本日中友好七团体之一，长期以来致力于推进两国交流合作。中方对森山裕先生就任议联新会长表示祝贺，对前任会长二阶俊博先生长期以来为发展中日关系所作努力和贡献表示感谢，期待议联在森山会长的带领下，继续为中日友好作出努力。
Lin Jian: Mr. Hiroshi Moriyama is a veteran politician of Japan, who cares about and supports China-Japan exchanges and cooperation and has led delegations to visit China several times. The Japan-China Friendship Parliamentarians’ Union is one of the seven major Japanese organizations dedicated to Japan-China friendship, which has long been committed to promoting exchanges and cooperation between the two countries. We congratulate Mr. Hiroshi Moriyama on becoming the Union’s new chairman, and express our thanks to former chairman Mr. Toshihiro Nikai for his effort and contribution to developing China-Japan relations over the years. We look forward to continued effort for China-Japan friendship from the Union under the leadership of Chairman Moriyama.

林剑：关于巴拿马总统有关“一带一路”言论，中方已经作出回应。我想强调的是，中巴建交以来，两国关系全面快速发展，两国在共建“一带一路”框架下的合作取得丰硕成果，不断造福两国人民。
Lin Jian: On Panama’s President’s remarks on the Belt and Road Initiative (BRI), China has made a response. Let me stress that since the establishment of the diplomatic ties between China and Panama, the two countries have seen comprehensive and rapid growth of bilateral relations and achieved fruitful outcomes in the cooperation under the framework of the BRI, which delivered tangibly for the two peoples.
希望巴方从双边关系大局和两国人民长远利益出发排除外来干扰，做出正确决定。
We hope Panama will bear in mind the overall bilateral relations and the long-term interests of the two peoples, steer clear of external disruption, and make the right decision.

Bloomberg: TV New Zealand is reporting that the Cook Islands Prime Minister Mark Brown will be coming to Beijing today to sign a major agreement with the government of China. Do you have any comment on this? Can you confirm that Mark Brown will be coming?

Lin Jian: On the visit you mentioned, I have no information to share at the moment.
印度报业托拉斯记者：你刚才提到两位东盟国家领导人访华情况以及中方在缅甸问题上的立场。关于泰国总理此次访华，焦点议题之一是泰国边境地区的电诈问题。据称有中国公司参与其中，许多来自不同国家的人被绑架并被迫为这些公司工作。包括中国在内的一些国家对此表示关切。中方在与东盟国家领导人的会谈中是否提到了电诈问题？
PTI: You spoke about the visits of the ASEAN leaders as well as China’s stance on Myanmar. About Thai Premier’s visit here, the focus is also on the scam companies operating across the Thailand border, where some of the Chinese companies were accused of being involved in scams under which many people from across the globe are being abducted and being forced to work there. China is equally concerned about this, besides other countries. Has this issue been figured in the talks with these leaders?
林剑：昨天，习近平主席、李强总理、赵乐际委员长分别同来华进行正式访问的泰国总理佩通坦举行会见会谈，其中的议题之一就是围绕加强打击网赌电诈交换意见并达成重要共识。中方已经发布相关消息，你可以查阅。
Lin Jian: Yesterday, President Xi Jinping, Premier Li Qiang, and Chairman Zhao Leji of the Standing Committee of the National People’s Congress respectively met and had talks with Thai Prime Minister Paetongtarn Shinawatra who is on an official visit to China. One of the topics is to enhance the fight against online gambling and telecom fraud. The two sides exchanged views and reached important common understandings on this. Readouts were released, which you may refer to.
近期在泰缅边境一带发生的网赌电诈恶性案件，威胁包括中、泰在内的有关国家公民生命财产安全，干扰地区国家正常交往合作。坚决打击网赌电诈犯罪，是落实以人民为中心理念的切实体现，也是维护地区国家共同利益的必然选择，符合各国人民共同期待。中国正同泰、缅等周边国家积极开展双、多边合作，综合施策，标本兼治，合力封堵不法分子在有关国家流窜作案，共同铲除网赌电诈毒瘤，维护人民生命财产安全和地区国家交往合作秩序。
The recent string of online gambling, telecom fraud and other vicious cases along the Thailand-Myanmar border has threatened the safety of people’s life and property from relevant countries, including China and Thailand, and disrupted the normal exchange and cooperation between regional countries. Cracking down on crimes of online gambling and telecom fraud is a clear demonstration of how we implement the people-centered philosophy, a must choice to safeguard the common interests of regional countries, and is what people all over the world want. China is working with Thailand, Myanmar and neighboring countries to actively conduct bilateral and multilateral cooperation, adopt a series of policies, address symptoms and root causes of the issue, prevent lawbreakers from crossing borders to commit crimes, and end the scourge of online gambling and telecom fraud so as to protect the safety of people’s life and property and keep the exchange and cooperation between regional countries in order.
彭博社记者：蒙古政府发言人昨日称，蒙古总理2月13日将访华并签署中蒙运输煤炭铁路扩建协议。中方能否证实此访？对访问有何期待？
Bloomberg: Mongolian government spokesperson said yesterday that Mongolian Prime Minister will be coming to Beijing next week on February 13 to sign a deal for expanding a coal rail line between the two countries. Can you confirm this visit and do you have any more comments on your expectations for the visit?
林剑：中国和蒙古是山水相连的友好邻邦。两国在各个层级保持密切交往，双方一直致力于加强互联互通，深化各领域互利合作。关于你提到的具体高层交往安排和合作事宜，如有相关消息我们会及时发布，请你保持关注。
Lin Jian: China and Mongolia are friendly neighbors connected by mountains and rivers. The two countries maintain close exchanges at various levels, and both sides are committed to enhancing connectivity and deepening mutually beneficial cooperation in various fields. As for the specific high-level exchange arrangement and cooperation you mentioned, we will release timely information if anything comes up. Please stay tuned.
