日本外相岩屋毅将于12月25日应邀访问中国。中共中央政治局委员、外交部长王毅将同岩屋毅外相举行外长会谈并共同出席中日高级别人文交流磋商机制第二次会议。

Japanese Minister for Foreign Affairs Takeshi Iwaya is invited to visit China on December 25. Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs Wang Yi and Foreign Minister Takeshi Iwaya will hold foreign ministers’ talks and attend the second meeting of High-Level Consultation Mechanism on People-to-People and Cultural Exchanges between China and Japan.

Dragon TV: To follow up on your announcement that Japanese Foreign Minister Takeshi Iwaya will visit China. Can you share the background and program of the visit?

毛宁：今年11月，习近平主席同石破茂首相在亚太经合组织领导人利马会议期间举行会晤，一致同意保持高层交往，用好经济、人文等领域高级别对话机制。中方重视岩屋毅外相此访，中国领导人将会见岩屋毅外相，王毅外长将同他举行会谈并共同出席中日高级别人文交流磋商机制第二次会议。

Mao Ning: In November this year, President Xi Jinping and Prime Minister Shigeru Ishiba held a meeting on the sidelines of the APEC Economic Leaders’ Meeting in Lima. They agreed to maintain high-level exchanges and make good use of high-level dialogue mechanisms in the fields of economy and culture. China attaches importance to Foreign Minister Iwaya’s visit. Chinese leader will meet with him. Foreign Minister Wang Yi will hold talks with him and they will jointly attend the second meeting of the High-Level Consultation Mechanism on People-to-People and Cultural Exchanges.

中方愿同日方一道，着眼共同利益，加强对话沟通，深化务实合作，妥善管控分歧，共同努力全面推进中日战略互惠关系，致力于构建契合新时代要求的建设性、稳定的中日关系。

总台央视记者：当地时间12月23日，美国总统拜登将“2025财年国防授权法案”签署成法，其中包含涉华消极内容。请问中方对此有何评论？

CCTV: On December 23 local time, US President Joe Biden signed into law the “National Defense Authorization Act for Fiscal Year 2025,” which contains negative content on China. What is China’s comment on this? 

毛宁：美方执意将夹带涉华消极内容的“2025财年国防授权法案”签署成法，年复一年渲染“中国威胁”，鼓噪对台军事支持，滥用国家力量打压中国科技和经济发展，限制中美经贸往来和人文交流，损害中方主权安全发展利益，干扰双方稳定中美关系的努力，中方对此强烈不满、坚决反对，已向美方提出严正交涉。

Mao Ning: The US determined to sign into law the “National Defense Authorization Act for Fiscal Year 2025” containing negative content on China, playing up the “China threat” narrative year after year. It has kept trumpeting for military support to Taiwan, abusing state power to go after Chinese sci-tech and economic development, limiting trade, economic and people-to-people exchanges between China and the US, undermining China’s sovereignty, security and development interests and disrupting efforts of the two sides in stabilizing bilateral relations. China strongly deplores and firmly opposes this and has lodged serious protests to the US.

中方敦促美方摒弃冷战思维和意识形态偏见，客观理性看待中国发展和中美关系，切实遵守一个中国原则和中美三个联合公报，停止武装台湾，停止将科技和经贸问题政治化、武器化，停止为增加军费、维持霸权寻找借口，不得实施上述法案涉华消极条款。中方将采取坚决有力措施，捍卫自身主权安全发展利益。

We urge the US to get rid of its Cold War mentality and ideological bias, view China’s development and China-US relationship objectively and rationally, earnestly observe the one-China principle and the three China-US joint communiqués, stop arming Taiwan, stop politicizing and weaponizing sci-tech, economic and trade issues, stop finding pretext for increasing military expenditure and maintaining hegemony, and not to implement these negative articles concerning China. Otherwise, China will take strong and resolute measures to safeguard our sovereignty, security and development interests.

共同社记者：据报道，中国政府正考虑2025年上半年重新开始进口日本水产品。东京电力福岛核电站处理水的海水样本已通过测试并确定是安全的。请问发言人对此有何评论？

Kyodo News: It is reported that the Chinese government is considering resuming imports of Japanese aquatic products starting from the first half of 2025. Samples of treated water from TEPCO’s Fukushima power plant have been tested and proved to be safe. What is your comment on this?

毛宁：在福岛核污染水排海问题上，最关键的是日方切实履行自身承诺。中方将在有效参与长期国际监测和独立取样等监测活动实施之后，基于科学证据着手调整有关措施，逐步恢复符合规准的日本水产品进口。中方反对日本福岛核污染水排海的立场没有变化。

Mao Ning: On the issue of the discharge of Fukushima nuclear-contaminated water into the sea, what matters the most is Japan’s earnest fulfillment of its own promise. After China participates substantively in the long-term international monitoring and the independent sampling and other monitoring activities are carried out, China will begin to adjust the relevant measures based on scientific evidence and gradually resume imports of Japanese aquatic products that meet the regulation requirements and standards. China’s opposition to Japan’s discharge of Fukushima nuclear-contaminated water into the sea remains unchanged.

不知道你说的检测是否是日本东京电力公司自己实行的。我想说的是，一两次检测结果还不能完全说明问题。关键在于日方要切实履行承诺，确保国际监测和中国等利益攸关国的独立取样监测能够持续开展。

I am not sure whether the test you mentioned is carried out by TEPCO. Let me say that one single test does not prove much. The key is that Japan will fulfill its promise earnestly, and make sure that international monitoring will continue being implemented, and China and all other stakeholders can continuously carry out independent sampling and monitoring.

《环球时报》记者：昨日，俄罗斯宣布了金砖伙伴国名单，受到国际社会广泛关注。你能否介绍一下具体情况？

Global Times: Yesterday, Russia announced the list of BRICS partner states, which received wide international attention. Could you share more details with us?

毛宁：今年10月，习近平主席出席金砖喀山峰会，同其他金砖国家领导人就设置伙伴国达成重要共识。这是继去年实现历史性扩员后，金砖发展进程的又一个重要进展。峰会之后，中方积极配合主席国俄罗斯，会同金砖成员国推进伙伴国工作，最终确定印度尼西亚、马来西亚、泰国、白俄罗斯、玻利维亚、古巴、哈萨克斯坦、乌兹别克斯坦、乌干达成为金砖伙伴国。

Mao Ning: Last October, President Xi Jinping attended the 16th BRICS Summit in Kazan and reached important consensus with the leaders of other BRICS countries on establishing a partner country mechanism, which is another milestone in the process of BRICS development after the historic membership expansion last year. After the summit, China has actively worked with Russia, the BRICS chair country, and implemented the mechanism with other BRICS countries. A list of BRICS partner countries was finally agreed on, including Indonesia, Malaysia, Thailand, Belarus, Bolivia, Cuba, Kazakhstan, Uzbekistan, and Uganda.

金砖大家庭迎来伙伴国，标志着金砖合作迈上新的台阶，金砖机制的代表性进一步扩大，感召力和影响力更加彰显，日益成为促进“全球南方”团结合作的重要平台。中方愿同金砖成员及伙伴国一道，秉持开放包容、合作共赢的精神，拓展各领域务实合作，促进“大金砖合作”高质量发展，推动构建人类命运共同体。

With the partner countries on board the BRICS family, the BRICS cooperation is elevated to a new height, the BRICS mechanism has greater representation, and BRICS sees its appeal and influence grow more salient, becoming the main platform to promote solidarity and cooperation between the Global South. China stands ready to work with other BRIC members and partner countries to follow the spirit of openness, inclusiveness and win-win cooperation, expand practical cooperation in various fields, advance the high-quality development of greater BRICS cooperation, and promote the building of a community with a shared future for mankind.

今日俄罗斯记者：我们注意到很多西方代表团前往叙利亚会见叙新领导层，中方也会这样做吗？

RT TV: We see so many Western delegations going to Syria now to meet with the new leadership. Can we expect Chinese authorities to do the same?

毛宁：中国对叙利亚长期奉行友好合作政策，从不干涉叙利亚内政，尊重叙利亚人民的选择。中方十分关注叙利亚局势变化，同有关各方就此保持沟通。关于你提到的具体问题，我暂时没有可以提供的信息。

Mao Ning: China has long followed a policy of friendship and cooperation towards Syria. We never interfere in Syria’s internal affairs and as always, respect Syrian people’s choice. China is closely following the situation in Syria and maintaining communication with relevant parties. As regard to your specific question, I have no information to offer for the time being.

路透社记者：香港当局今日再次对六名居住在海外的“活动人士”发布通缉令，并威胁撤销有关人员护照。中方对此有何评论？

Reuters: The Hong Kong authorities today issued another round of arrest warrants for six activists living overseas and threatened to revoke the passports of some people. What’s China’s comment?

毛宁：我们支持香港特区政府依法履职。香港是法治社会，任何人都没有法外特权，任何违法犯罪的行为必然受到法律的惩处。

Mao Ning: We support the Hong Kong SAR government in performing duties in accordance with the law. Hong Kong upholds the rule of law. No one has privileges above the law. Any illegal activities will inevitably be punished by law.
