Harvard’s lawsuit claims the freeze was a punitive response to its refusal to implement ideological hiring and admissions reforms, bypassing legal procedures. Scholars expect the federal court to act swiftly, possibly issuing a preliminary injunction, and say a ruling could set a precedent on the limits of government control over university autonomy and academic freedom.

The DHS letter, part of a broader Trump administration campaign, could endanger over 6,500 international students at Harvard. While Harvard sued other federal agencies, it did not name DHS in the lawsuit. Khurana urged students to seek guidance from the Harvard International Office (HIO) and Harvard Law School’s Immigration Clinic, as concerns over ICE enforcement grow on campus.
