11月27日，老挝人民革命党中央委员会前总书记、前国家主席朱马里·赛雅颂莅临金三角经济特区视察，并与特区管理委员会主席赵伟先生亲切会面。

朱马里·赛雅颂，1936年3月6日出生于老挝阿速坡省，1954年参加革命，并于2006年至2016年期间担任老挝人民革命党中央委员会总书记及国家主席。

Choummaly Meets with Chairman Zhao Wei

On November27,H.E.Choummaly Sayasone,former General Secretary of the Lao People’s Revolutionary Party Central Committee and former President of Laos,visited the Golden Triangle Special Economic Zone(SEZ).During his visit,he held a cordial meeting with Mr.Zhao Wei,Chairman of the SEZ Administrative Committee.

Born on March6,1936,in Attapeu Province,Laos,Choummaly joined the revolution in1954and served as General Secretary of the Lao People’s Revolutionary Party and President of Laos from2006to2016.

2008年，时任老挝国家主席朱马里正与赵伟主席一同规划特区未来发展蓝图 In 2008, then-President of Laos Choummaly Saignasone and Chairman Zhao Wei jointly planned the blueprint for the future development of the Special Economic Zone.

赵伟主席表示，朱马里阁下在担任老挝党和国家最高领导人十年间，始终高度重视特区的建设发展，亲自关心并推动了特区多个具有里程碑意义的政策和项目落地，为特区实现跨越式发展、中老友谊的深化作出了重要贡献。特区人民将铭记这份恩情，愿它如同湄公河水，源远流长。

2008:Planning the SEZ’s Future Development Together

Chairman Zhao Wei highlighted that during his decade-long tenure as the top leader of Laos,President Choummaly always placed great importance on the construction and development of the SEZ.He personally oversaw and promoted the implementation of several landmark policies and projects that contributed to the zone’s leapfrog development and deepened the friendship between China and Laos.

“The people of the SEZ will forever remember this kindness,which flows like the waters of the Mekong River—endless and enduring,”Zhao remarked.

赵伟主席回忆道：“当年特区创业时，我们遇到了种种困难，是朱马里主席多次来特区来帮我们排忧解难。那时环境艰苦，记得有一次请朱马里主席吃饭，餐桌上全是苍蝇在飞，我们就拿着筷子打苍蝇。现在大家还拿这段经历打趣，说我当年来老挝享受的是‘六星级酒店’待遇。”

2008:Flies at the“Six-Star Hotel”

Recalling the early days of the SEZ,Chairman Zhao shared:

“In those days,we faced numerous challenges.President Choummaly often came to the SEZ to help us solve problems.The environment was harsh.I remember one occasion when we hosted a meal for President Choummaly,and the dining table was swarming with flies.We had to use chopsticks to swat them away.People now joke about it,saying that my time in Laos back then was like staying at a‘six-star hotel.’”

2012:Attending the Completion Ceremony of the Golden Triangle New Village

In2012,President Choummaly,then-Deputy Prime Minister Somsavat,and Chairman Zhao attended the completion ceremony of the Golden Triangle New Village.

The New Village is a resettlement project comprising over120two-story villas,along with schools,hospitals,and temples,greatly improving the living standards of local villagers.

“During the ceremony,President Choummaly shook my hand tightly and expressed his heartfelt thanks.I was deeply moved—not just because the SEZ’s work for the Lao people was recognized by the President,but because I saw in him a leader’s genuine affection for his people,”Zhao said.

2010年，朱马里阁下与赵伟先生在主席府“有一次，我因为搬石头扭伤了腰，朱马里主席听说后，开玩笑地讲，如果我再把腰弄坏，这个项目就不给我做了。这些关怀，我至今历历在目，正是朱马里主席的鼓励和支持，让我能够坚持下来，把特区的工作干好。我们之间的革命友谊和肩并肩的兄弟情谊，千言万语都难以言尽。”赵伟主席感慨道。

2010:A Brotherly Bond

Chairman Zhao shared another anecdote from the SEZ’s early days:

“Once,I injured my back while moving stones.When President Choummaly heard about it,he joked that if I hurt my back again,he wouldn’t let me continue the project.His care and encouragement remain vivid in my memory.His support helped me persevere and achieve great things for the SEZ.Our revolutionary friendship and brotherly bond are beyond words,”Zhao remarked.

朱马里阁下表示，赵伟主席是他和老挝人民的老朋友，长期以来为特区建设、民生改善以及中老友谊倾注了无数心血，带领特区人民克服重重困难，实现了特区的快速崛起。他希望特区未来能够继续发挥自身优势，成为连接中老两国的友谊之桥、合作之桥，为两国人民的福祉作出更大贡献。

A Special Gift:Three Constructions

President Choummaly presented Chairman Zhao with a copy of his book,Three Constructions.He praised Zhao as a long-standing friend of the Lao people who dedicated immense effort to the SEZ’s development,improving livelihoods,and fostering Sino-Lao friendship.

Choummaly expressed hope that the SEZ will continue to leverage its strengths to serve as a bridge of friendship and cooperation between China and Laos,contributing to the well-being of both nations.

Visiting Key SEZ Projects

During his visit,Choummaly toured several major projects,including the Golden Kapok Group Agricultural Company,the Golden Triangle New Village,the Jinlong Mountain International Golf Resort,and the Dok Ngiew Kham Hotel.He commended the remarkable achievements in the SEZ’s modernization.

朱马里阁下和赵伟主席还来到田间地头和乡村寺庙，盘腿而坐，与特区及周边的老挝百姓促膝长谈，深入了解人民群众的生活状态与实际需求。百姓们得知朱马里阁下和赵伟主席到来，纷纷自发从十里八乡汇聚而来。

在交谈中，一位年迈的农妇激动地握住了朱马里阁下的手，闪烁着泪光，声音哽咽道：“主席啊，是您的带领和特区的建设，让我们的日子越过越好，我代表乡亲们，给您行礼。”说着，她便跪下行合十礼。

Engaging with the Lao People

President Choummaly and Chairman Zhao also visited rural fields and temples,sitting down with residents to better understand their lives and needs.News of their arrival quickly spread,and villagers from far and wide gathered to meet them.

An elderly farmer,overcome with emotion,held President Choummaly’s hands as tears welled in her eyes.With a choked voice,she said:

“President,it’s thanks to your leadership and the SEZ’s development that our lives have improved so much.On behalf of my fellow villagers,I bow to you in gratitude.”She then knelt and performed a respectful greeting.

Moved by the heartfelt encounters,Choummaly responded:

“Back then,Zhao Wei and I never imagined that this barren land could grow into such a prosperous place.Everything we’ve done was to ensure the people could live better lives.Seeing the people now living in peace and happiness brings me immense joy.This is our mission and our responsibility.”

Reflecting on the SEZ’s future,Choummaly emphasized the zone’s immense potential.He noted that within just a decade,the SEZ had achieved a historic transformation,encouraging investors to seize opportunities and participate in its development.

Reflecting on the future,Choummaly highlighted the SEZ’s immense potential.He emphasized that in just over a decade,the SEZ has achieved a historic transformation,encouraging investors to seize opportunities and contribute to its continued development.

At a working meeting,Choummaly expressed his continued interest in the SEZ’s development.He called on the SEZ to honor the legacy of its leaders,embrace openness,and take pragmatic actions to ensure its continued success.

Under the guidance of China’s“Belt and Road Initiative”and Laos’“Turn Landlocked into Land-Linked”strategy,the SEZ will continue fostering high-quality,mutually beneficial cooperation.It aims to serve as a stronghold of happiness for the Lao people and contribute to building a peaceful and prosperous Lancang-Mekong community.
