Phoenix TV: It was reported that President Trump said at a TIME interview on April 22 that President Xi Jinping “has called.” What is China’s comment? Are there ongoing talks between China and the U.S.?

郭嘉昆：据我了解，近期两国元首没有通话。

Guo Jiakun: As far as I know, there have not been any calls between the two presidents recently.

我要重申，中美双方并没有就关税问题进行磋商或谈判。

Let me make it clear one more time that China and the U.S. are not engaged in any consultation or negotiation on tariffs.

韩联社记者：朝鲜和俄罗斯已正式确认朝鲜向俄罗斯库尔斯克地区派兵的事实。朝鲜表示，此次派兵是根据国家最高领导人的决定和朝俄《全面战略伙伴关系条约》作出，朝鲜军人出现伤亡。中方认为朝鲜派兵是否有助于乌克兰危机的解决？

Yonhap News Agency: The DPRK and Russia have officially confirmed that the DPRK sent troops to the Russian region of Kursk. The DPRK said that they dispatched troops in accordance with the decision of their supreme leader and the comprehensive strategic partnership agreement with Russia, and some DPRK soldiers have been wounded or killed. Does China believe that the DPRK’s dispatchment of troops is conducive to resolving the Ukraine crisis?

郭嘉昆：关于俄朝双边交往，我们已多次阐明立场。中方在乌克兰危机问题上的立场是一贯、明确的。

Guo Jiakun: Regarding bilateral interactions between Russia and the DPRK, we’ve stated our position on multiple occasions. China’s position on the Ukraine crisis is consistent and clear.

香港无线电视记者：据《华尔街日报》近日报道，有知情人士透露，中国政府已经向长江和记表示，出售巴拿马运河港口以外的港口应不成问题。中方对此有何评论？

TVB: The Wall Street Journal recently reported that sources said the Chinese government has told CK Hutchison that the sale of the global ports other than the Panama Canal ports was unlikely to be an issue. What’s China’s comment?

郭嘉昆：我们注意到有关报道。我们也注意到，国家市场监督管理总局表示，高度关注有关交易，将依法进行审查。交易各方不得采取任何方式规避审查，未获批准前，不得实施集中，否则将承担法律责任。

Guo Jiakun: We noted relevant report. We also noted that the State Administration for Market Regulation (SAMR) said it is paying close attention to the deal and will review it in accordance with the law. SAMR also noted all parties involved in the transaction must not circumvent the review by any means or implement concentration activities without regulatory approval. Otherwise, legal responsibility will be pursued.

中方一贯坚决反对利用经济胁迫、霸道霸凌侵犯损害他国正当权益的行为。希望有关各方审慎行事，与中方有关部门充分沟通。与此同时，我们也愿再次强调，中国坚持改革开放，欢迎外资企业来华投资。

China firmly opposes using economic coercion and bullying to harm other countries’ legitimate rights and interests. We hope that all parties concerned will act prudently and have thorough communication with competent Chinese authorities. Meanwhile, let me stress again that China is committed to reform and opening up and welcomes foreign companies to invest in China.

《中国日报》记者：《不扩散核武器条约》第十一次审议大会第三次筹委会于4月28日至5月9日在纽约联合国总部举行，请问中方对此次会议有何期待？据了解，中方向此次会议提交了一份工作文件，发言人能否介绍一下有关情况？

China Daily: The Preparatory Committee for the Eleventh Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will hold its third session at the UN Headquarters in New York from April 28 to May 9. What’s China’s expectation for the session? As we understand, China submitted a working paper to the meeting. Could you share more information on that?

郭嘉昆：《不扩散核武器条约》生效55年来，始终是国际核不扩散体系的基石。当前，个别国家奉行单边主义，罔顾国际规则，追求绝对安全，导致全球战略安全环境不断恶化、核冲突与核军备竞赛风险上升。中方将积极参加此次会议，以习近平主席提出的构建人类命运共同体理念为根本遵循，落实三大全球倡议，全面平衡推进条约核裁军、核不扩散、和平利用核能三大支柱的审议，已向会议提交工作文件。

Guo Jiakun: Since its entry into force 55 years ago, the NPT has all along served as the cornerstone of the international non-proliferation regime. At present, certain country practices unilateralism, ignores international rules and seeks absolute security, which leads to continuous deterioration of the global strategic security environment and rising risks of nuclear conflict and nuclear arms race. China will actively participate in this meeting and follow the vision of a community with a shared future for mankind proposed by President Xi Jinping as the fundamental guidance, act to implement the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative and fully advance the review of the three pillars of nuclear disarmament, nuclear non-proliferation and peaceful uses of nuclear energy in a balanced way. China has submitted a working paper to the meeting.

China’s propositions include the following:

坚持真正的多边主义，倡导共同、综合、合作、可持续的安全观，共同抵制冷战思维、零和博弈，推动构建“《不扩散核武器条约》服务和平与发展”的核领域全球治理体系。

Uphold true multilateralism, advocate the vision of common, comprehensive, cooperative and sustainable security, reject jointly the Cold War mentality and zero-sum game, and promote the building of a global nuclear governance system that features “NPT for peace and development.”

坚持自身安全与共同安全不可分割，坚持理性务实、循序渐进推进核裁军。各国应当遵守“维护全球战略稳定”和“各国安全不受减损”原则。

Advocate that one’s own security and common security are indivisible, and take a rational and pragmatic attitude and a step-by-step approach in advancing nuclear disarmament. The principles of “maintaining global strategic stability” and “undiminished security for all” should be followed.

坚持权利与义务不可分割，建立公平正义的核不扩散体系。呼吁各方通过政治外交手段和平解决地区热点问题，共同反对双重标准。

Uphold the inseparability of security rights and security obligation and establish a fair and just nuclear non-proliferation regime. Persist in peacefully resolving regional hotspot issues through political and diplomatic means and jointly oppose double standards. 

坚持安全与发展不可分割，反对将和平利用核能问题政治化，强调应切实保障各国特别是全球南方国家和平利用核能的正当权利。

Uphold the inseparability of security and development, oppose the politicization of peaceful uses of nuclear energy and stress the need to earnestly safeguard the legitimate rights of all countries, especially Global South countries, to the peaceful uses of nuclear energy.

中方将继续与各方一道，维护条约权威性和有效性，为完善核领域全球治理，实现“无核武器世界”作出不懈努力。

China will continue to work with other parties to maintain the authority and effectiveness of the NPT and make unremitting efforts to improve the global governance system in the nuclear area and achieve a world free of nuclear weapons.

中新社记者：印度外交部近日发布公告称，印方将于今年6月至8月组织印度香客赴中国西藏神山圣湖朝圣。这是否意味着中方已同意恢复印度香客赴中国西藏神山圣湖朝圣。请问发言人对此有何评论？

China News Service: In a recent press release, the Ministry of External Affairs of India noted that it will organize pilgrimages to Mount Gang Renpoche and Lake Mapam Yun Tso in Xizang Autonomous Region of China from June to August this year. Does this mean that China has agreed to resume the pilgrimage? Do you have any comment on this?

郭嘉昆：印度香客赴中国西藏神山圣湖朝圣是中印两国人文交流的重要内容。位于中国西藏自治区的冈仁波齐峰和玛旁雍错湖是包括藏传佛教和印度教在内的多个宗教信众心目中的“神山圣湖”。按照中印双方达成的共识，印度香客赴中国西藏神山圣湖朝圣将于今年夏季恢复，目前双方正在推进有关准备工作。

Guo Jiakun: Indian pilgrimage to Mount Gang Renpoche and Lake Mapam Yun Tso in Xizang Autonomous Region of China is an important part of the cultural and people-to-people exchange between the two countries. Mount Gang Renpoche and Lake Mapam Yun Tso are the “sacred mountain and lake” for believers of several religions, including Tibetan Buddhism and Hinduism. As agreed between China and India, the pilgrimage will resume this summer. The two sides are advancing relevant preparations at the moment.

今年是中印两国建交75周年。中方愿同印方共同努力，认真落实两国领导人达成的重要共识，推动中印关系沿着健康稳定轨道向前发展。

This year marks the 75th anniversary of China-India diplomatic ties. China stands ready to work with India to earnestly implement the important common understandings between the leaders of the two countries and advance China-India relations on the track of sound and stable development.

彭博社记者：关于长江和记计划向贝莱德财团出售海外港口事，国家市场监督管理总局对香港上市公司在海外进行交易行使管辖权依据的是什么法律？

Bloomberg: I just have a question about Li Ka-shing’s CK Hutchinson agreement to sell their ports overseas to BlackRock. Under what law does the State Administration for Market Regulation claim jurisdiction over companies that are listed in Hong Kong doing deals overseas?

郭嘉昆：刚才我已经回答了有关问题。你提到的具体情况，建议向中方主管部门询问。

Guo Jiakun: I just answered relevant question. I’d refer you to competent authorities for the specifics that you mentioned.

法新社记者：追问朝鲜向俄罗斯派兵事。中国如果确实呼吁缓和冲突，会否向朝鲜施压，要求其不要派兵火上浇油？

AFP: A follow-up question on North Korean troops in Russia. If China does call for a deescalation of conflict, will China apply pressure on North Korea to not add fuel to the fire by sending troops?

郭嘉昆：我刚才已经回答了有关问题。中方在乌克兰危机问题上的立场是一贯、明确的。

Guo Jiakun: I just answered relevant question. China’s position on the Ukraine issue is consistent and clear.

CCTV: The Executive Committee of the Palestine Liberation Organization (PLO) on April 26 approved the nomination by Chairman of the PLO’s Executive Committee and President Mahmoud Abbas to appoint Hussein Al-Sheikh, the committee’s secretary-general, as Deputy Chairman of the Executive Committee of the PLO and Deputy President of the State of Palestine. What’s China’s comment?

郭嘉昆：中方欢迎谢赫先生就任巴勒斯坦解放组织执委会副主席、巴勒斯坦副总统。

Guo Jiakun: We welcome that Mr. Hussein Al-Sheikh has become Deputy Chairman of the Executive Committee of the PLO and Deputy President of the State of Palestine. 

中方始终坚定支持巴勒斯坦人民恢复民族合法权利的正义事业，支持巴勒斯坦各派别加强内部团结，支持巴勒斯坦民族权力机构增强权威、提升治理能力，实现对包括加沙和约旦河西岸在内巴勒斯坦所有领土的有效管控。

China firmly supports the just cause of the Palestinian people in restoring their legitimate national rights, supports all Palestinian factions in increasing solidarity, and supports the Palestinian Authority in enhancing its authority, improving governance, and effectively controlling all of Palestine’s territory, including the Gaza Strip and the West Bank. 

俄新社记者：此前，巴基斯坦国防部长赫瓦贾·阿西夫在接受俄新社采访时表示，俄罗斯和中国可以参与克什米尔恐怖袭击事件的国际调查。中方是否计划参与此次恐袭事件调查？

RIA Novosti: Pakistan’s Defense Minister Khawaja Asif said in an interview with RIA Novosti that Russia and China may participate in the international investigation of the terrorist attack in Kashmir. Does China plan to do so?

郭嘉昆：中方欢迎一切有利于当前局势降温的举措，支持尽快开展公正调查。作为印度和巴基斯坦的共同邻国，中方希望印巴双方保持克制，相向而行，通过对话协商妥善处理有关分歧，共同维护地区和平稳定。

Guo Jiakun: China welcomes all measures that will help cool down the current situation and supports carrying out fair and just investigations at an early date. As the neighbor of both India and Pakistan, China hopes that India and Pakistan will exercise restraint, work in the same direction, handle relevant differences properly through dialogue and consultation, and jointly uphold peace and stability in the region.

总台央视记者：我们注意到，4月26日，位于伊朗南部的拉贾伊港口发生爆炸，已造成40人死亡，1000余人受伤，另有6人失踪。中方对此有何评论？

CCTV: An explosion at the Shahid Rajaee port in southern Iran on April 26 has killed 40 people, wounded over 1,000, and led to the missing of 6. What is China’s comment?

郭嘉昆：中方谨对伊朗南部拉贾伊港口爆炸事件中的遇难者表示深切哀悼，向伊朗政府、遇难者家属和伤者致以诚挚慰问，祝愿伤者早日康复。

Guo Jiakun: China deeply mourns for the lives lost in the explosion at the Shahid Rajaee port in southern Iran, and extends sincere sympathies to the Iranian government, the bereaved families and the injured. We wish the injured a speedy recovery.

法新社记者：美国财长贝森特在周日电视采访中暗示，中方否认美中就关税问题举行会谈，可能是因为中方表态面向的是不同的受众，但还是会有解决办法。外交部对此有何回应？

AFP: The U.S. Treasury Secretary Scott Bessent in a television interview on Sunday suggested that China might be denying ongoing talks between the U.S. and China on tariffs because China is “playing to a different audience,” but that there’s a path forward. So would the Foreign Ministry like to respond to Mr. Bessent’s assessment of the situation?

郭嘉昆：关于关税战，中方的立场非常明确。关税战、贸易战没有赢家。如果美方真的想通过对话谈判解决问题，就应该停止威胁讹诈，在平等、尊重、互惠的基础上同中方对话。

Guo Jiakun: China’s position on the tariff war is abundantly clear. Tariff and trade wars have no winners. If a negotiated solution is truly what the U.S. wants, it should stop threatening and blackmailing China, and seek dialogue based on equality, respect and mutual benefit.

深圳卫视记者：近来我们注意到，随着入境游日益便利、离境退税持续加力，来中国“买买买”成为跨境旅游新趋势。据报道，“五一”入境游订单量已同比增长173％，不少外国游客带着大旅行箱来华扫货。最近举行的广交会上，境外采购商较往年同期增长20％以上，消博会吸引了全球超6万专业采购商。驻外使领馆也积极宣介相关展会。中方希望借此传递什么信息？对外国人来华消费热潮有何评论？

Shenzhen TV: Recently, with “China Travel” increasingly easier and the rolling out of departure tax refunds, shopping in China has become a new buzzing trend among foreign tourists. It’s reported that the number of foreign tourists’ travel orders for the Labor Day holiday in China is already up 173 percent year-on-year. A lot of foreign tourists arrive in China with large suitcases to stuff them with their purchases in China. At the recent Canton Fair, the number of foreign buyers grew by over 20 percent compared with previous years. The China International Consumer Products Expo attracted over 60 thousand professional buyers worldwide. Chinese diplomatic and consular missions overseas also actively promoted relevant events. What message does China hope to send? What’s your comment on foreign travelers’ shopping boom in China?

From the large numbers of foreign buyers who gathered at Chinese trade fairs to consumers from around the world exploring trendy stores, from local delicacies to souvenirs of intangible cultural heritage, from famous international brands to chic local products, and from high-quality Chinese goods to top-notch Chinese services, you can find a glimpse of the great appeal and vitality of China’s consumer market.

据统计，去年入境游客总消费达942亿美元，增长77.8％。这得益于免签入境、支付便利、离境退税等一系列政策的叠加效应，也体现了中国扩大开放、惠及各国的诚意。4月26日，中方相关部门推出优化离境退税新举措，进一步推广“即买即退”，让外国消费者享便利、得实惠。“五一”假期将至，我们欢迎更多外国朋友走进中国、乐在中国，让优质优价的“中国制造”飞入每个家庭、造福更多人民。

Statistics show that last year, inbound tourists spent US$ 94.2 billion in total, up by 77.8 percent. This is thanks to a series of policies, such as visa-free transit, convenient payment and departure tax refunds, and reflects China’s sincerity to open wider and benefit the rest of the world. On April 26, the government announced new measures of departure tax refunds, and further expanded “Buy Now, Refund Now” to ensure easy shopping and more tangible benefits for foreign consumers. As the Labor Day holiday approaches, we welcome more foreign friends to visit and have a delightful stay in China. Bloomberg: In mid-April, the Chinese coast guard landed on Sandy Cay, which is an island between China and the Philippines. On the news program on the weekend, it said that the coast guard was asserting China’s sovereignty over the island. Does China claim it is territorial land of the Chinese state and will China be announcing the base lines around that territorial claim?

郭嘉昆：铁线礁是中国南沙群岛的一部分，是无人岛礁。中方依法开展维权执法活动，旨在反制菲律宾方面非法登礁等侵权挑衅活动，坚定维护国家领土主权，确保铁线礁维持无人无设施状态，坚定维护《南海各方行为宣言》的严肃性。

Guo Jiakun: Tiexian Jiao is part of China’s Nansha Qundao. It is uninhabited. China’s rights-defending law enforcement activities in accordance with the law are aimed at countering the Philippines’ illegal landing and other infringement and provocation activities, firmly upholding China’s national territorial sovereignty, ensuring Tiexian Jiao’s state of hosting no personnel or facilities and firmly upholding the sanctity of the DOC.

日本广播协会记者：“国际调查记者同盟”（ICIJ）的调查项目称中国当局在海外开展“跨国镇压”。发言人对此能否证实？中国驻美国大使馆称有关调查纯属捏造、毫无根据，发言人对此有何回应？

NHK: It’s reported that the investigation launched by the International Consortium of Investigative Journalists (ICIJ) exposes Chinese authorities’ transnational suppression activities. Could you confirm it? China’s Embassy to the U.S. said there is no such thing and it is a groundless accusation. What’s your response?

郭嘉昆：我们反对一些别有用心的势力对中方正常的执法司法合作进行无理指摘和污蔑抹黑。

Guo Jiakun: We oppose groundless accusation, vilification and smears by some ill-intentioned forces on China’s normal law enforcement and judicial cooperation.

中方严格依法开展对外执法司法合作，充分尊重外国法律和司法主权，依法保障涉案人员合法权益。

China carries out international law enforcement and judicial cooperation in strict accordance with the law, fully respects the laws and judicial sovereignty of other countries, and protects the lawful rights and interests of the persons concerned in accordance with the law.

法新社记者：上周末，美国总统特朗普和乌克兰总统泽连斯基在梵蒂冈出席教皇方济各葬礼期间举行了会谈，双方都认为该会谈具有历史意义。特朗普随后称，希望普京停火并签订协议，未来几周至关重要。中方对此有何评论？自该会谈以来，中方是否与美方或乌方进行过接触？

AFP: Talks between Donald Trump and Volodymyr Zelenskyy in the Vatican this weekend as they attended Pope Francis’ funeral were hailed by both sides as historic. Trump said after that he wants Vladimir Putin to stop shooting and sign a deal and the next couple of weeks are critical. What is China’s reaction to the meeting and has China been in touch with the U.S. or Ukrainian side since?

郭嘉昆：中方在乌克兰危机问题上的立场是清晰、明确的，我们希望有关各方继续通过对话谈判解决危机。

Guo Jiakun: China’s position on the Ukraine issue is crystal clear. We hope relevant parties will continue to solve the crisis through dialogue and negotiation.

印度报业托拉斯记者：你刚才表示，希望对克什米尔恐袭事件尽快开展公正调查。你认为开展公正调查是可能的吗？尤其考虑到，有指控称，国家支持的恐怖主义者跨境进入查谟和克什米尔发动袭击，如何确保调查是公正的呢？

PTI: You said just now answering a question on the recent terrorist attack that you call for swift and fair investigations. Can there be a possibility of fair investigation, especially when the allegations are that there’s state-sponsored terrorism across the border into Jammu and Kashmir? Can there be a fair investigation and how can it be? Can you elaborate?

郭嘉昆：刚才我已经回答了有关问题。我想重申的是，印度和巴基斯坦都是南亚地区重要国家，两国和睦相处对于地区和平、稳定与发展至关重要。作为印、巴的共同邻国，中方呼吁双方保持克制，通过对话解决分歧，共同维护地区和平稳定。

Guo Jiakun: I answered relevant question. Let me reiterate that both India and Pakistan are important countries in South Asia. Their harmonious coexistence is vital to the peace, stability and development of the region. As the neighbor of the two countries, China calls on the two sides to exercise restraint, solve differences through dialogue and jointly keep the region peaceful and stable.

Bloomberg: Last week, PBOC governor and also Finance Minister were in Washington DC. There have been some various announcements about the people they met, but there’s been no announcement that they met or anyone from their teams met anyone from the U.S. side. There were reports that some low-level officials on both sides did meet. Even if it is not trade talks or trade conversations, were there any meetings or discussions between the U.S. and the Chinese generally last week when the Chinese delegation was at the IMF?

郭嘉昆：关于中国代表团出席相关会议，中方已经发布了消息稿，你可以查阅。关于你提到的问题，我不了解相关情况。

Guo Jiakun: China has released information on the Chinese delegation’s attendance at relevant meeting, which you may refer to. On the specifics that you mentioned, I am not aware of it.

路透社记者：中方是否派代表团或代表出席了教皇葬礼？

Reuters: Did China send any delegation to the funeral mass held for the Pope or were there any Chinese representatives who attended? 

郭嘉昆：我没有可以提供的信息。在中梵关系问题上，中方的立场是一贯的。

Guo Jiakun: I have no information to share. On the issue of China-Vatican ties, China’s position is consistent.

法新社记者：外交部能否介绍王毅外长赴巴西出席金砖国家外长会晤的情况？是否会同其他国家达成协定，以共同应对关税挑战？

AFP: Can the Foreign Ministry share any details about Wang Yi’s trip to Brazil for the BRICS meeting, including any deals that he hopes to land with other countries on how to respond to tariff tensions?

郭嘉昆：中方此前已经发布了王毅外长出席金砖国家外长会晤及相关会议的信息。关于王毅外长在巴西期间的活动，中方会适时发布消息，请你保持关注。

法新社记者：乌克兰总统泽连斯基此前表示，如果中国真心主张“战场不外溢”，那么应对朝鲜施加影响。中方下步准备如何行动？

AFP: Another follow up on North Korean troops in Russia. Ukrainian President Volodymyr Zelenskyy has previously said that if China is sincere in its position that the war shouldn’t expand, it needs to exert influence on North Korea. So what is China’s next move?

郭嘉昆：中方在乌克兰危机问题上的立场始终是非常明确的，也是一贯的。我们一直积极致力于停火止战、劝和促谈。

Guo Jiakun: China’s position on the Ukraine crisis is amply clear and consistent. We have been actively working for a ceasefire and promoting peace talks.
