I. Progress in Building a New Fujian
1. We made further progress in building a modernized industrial system by strengthening the foundation of the real economy.
Industrial upgrading was accelerated.

We maintained the third place nationwide in terms of the proportion of enterprises that had fully digitalized their core business processes.
-
The added value generated from the digital economy would reach 3.2 trillion yuan, ranking Fujian among the top in the country.
-
The output value of the maritime economy remained among the highest in the country.
Industrial agglomeration yielded notable results.
-
We identified 164 key industrial chains in counties, and added five national distinctive SME industrial clusters.
-
Over 18,500 hectares of inefficiently used land were mapped and databased, and 3,700 hectares were redeveloped.
-
In 63 provincially guided and evaluated industrial parks, 21.5 million square meters of industrial spaces were built, renovated, or expanded, and the average tax revenue per hectare of land for new industrial projects exceeded 1.87 million yuan.
Industrial ecosystems continued to improve.

Four prefectural cities were selected as national pilots for industry-finance cooperation.

We ensured stability in the primary industry, upgraded the secondary industry, and advanced the tertiary industry.

We added 40 "little giant" enterprises, 11 national-level single-product manufacturing champions, and eight listed companies. The number of enterprises topped two million for the first time.
2. We moved faster to make Fujian a province of innovators with a comprehensive approach.
The quality of education was improved steadily.

The coverage rate of public-benefit kindergartens reached 94.9%.

We added 114,000 public compulsory education places.

The retention rate in nine-year compulsory education was 99.6 %.

Around 70% of students were enrolled in high schools.

Eight institutions were granted the approval to offer 87 doctoral and master's programs, making graduate education available in all prefectural cities.
Scientific and technological strength continued to grow.

High-value invention patents increased by 23.8%. The number of national new- and high-tech enterprises exceeded 14,000, and total R&D spending would surpass 120 billion yuan.

We established a hydrogen industry joint research institute, a provincial maritime innovation laboratory, and the CATL Green Supercomputing Center.

A total of 30 major science and technology programs were carried out. Over 1,000 research projects were funded by the National Natural Science Foundation, and 13 projects won national science and technology awards.
The talent pool saw faster growth.

A provincial young scientists fund was set up with the first batch of 513 projects approved.

We had an additional 23 experts included in the National Special Support Program for High-Caliber Talent, and ten more supported by the National Science Fund for Distinguished Young Scholars.

3. We made greater strides in exploring new ways to promote cross-Strait integrated development by leveraging our unique strengths.
Joint contribution to growth for mutual benefit

Altogether 45 provincial measures were rolled out to promote integrated development, and over 100 billion yuan were invested in the first batch of 121 key projects for integrated development of Fujian and Taiwan.

The number of Taiwan youth who came to Fujian to do internships, find jobs or set up businesses increased by 3,859.

We recognized an additional 10 vocational qualifications from Taiwan, and launched the First Home digital service platform for Taiwan compatriots and enterprises.
Win-win results through mutually-beneficial cooperation

In total, 285 cross-Strait harmonized standards were developed.

Eight new national-level Taiwan farmers' parks were approved for establishment, which extended their coverage across all nine prefectural cities and the Pingtan Comprehensive Experimental Zone.

We attracted the largest amount of new businesses and paid-in investment from Taiwan on the mainland.

Over 38 million tons of water was supplied to Kinmen in cumulative terms.
-
The passenger throughput on shipping routes between Fujian and Taiwan reached 1.36 million for the year.
Stronger affinity through closer exchanges

The Straits Forum and the Straits Youth Day were successfully held.

We issued the Regulations on the Protection of Archives on Fujian-Taiwan Relations, the first Taiwan-related local regulation in the cultural domain on the mainland.

A total of 3,323 archives on migration from the mainland to Taiwan were collected.

A modern Chinese version of the book "General History of Taiwan" was published.

The "Cross-Strait Home Letters" TV documentary was released.
4. We deepened reform and opening-up, and made greater progress in serving and integrating into the new development pattern.

We implemented over 300 important reform measures in 15 areas that were identified at the Sixth Plenary session of the 11th CPC Fujian Provincial Committee.

A total of 29 innovative measures and best practices arising from Xiamen's pilot comprehensive reforms were promoted nationwide.

We maintained the best ratings in appraisal of reform of the construction project approval system.

The experience of Sanming's medical reform was further applied in the country.

We came out on top in appraisal of comprehensive reform of public hospitals for the ninth year running.

The reform of the collective forest rights system, with a focus on multi-stakeholder benefits, diversified operations, and multi-level services, secured major progress.

Altogether 469 government service items, accounting for 90% of the total, requested data collection no more than once, if need be.

The proportion of good water quality in state-designated sampling water sections of major watersheds was 100%.

The proportion of good water quality along the shore was 92.6%.

The Minjiang River enjoyed the finest water quality among China's major rivers that empty into the sea alone.

Unplanned cage aquaculture installations were removed to free up a total area of 719.7 hectares.
