Highlights of Fujian Provincial Government Work Report 2025

I. Progress in Building a New Fujian

• We maintained the third place nationwide in terms of the proportion of enterprises that had fully digitalized their core business processes.
• The added value generated from the digital economy would reach 3.2 trillion yuan, ranking Fujian among the top in the country.
• The output value of the maritime economy remained among the highest in the country.

• Four prefectural cities were selected as national pilots for industry-finance cooperation.

• We ensured stability in the primary industry, upgraded the secondary industry, and advanced the tertiary industry.

• We added 40 "little giant" enterprises, 11 national-level single-product manufacturing champions, and eight listed companies. The number of enterprises topped two million for the first time.

• The coverage rate of public-benefit kindergartens reached 94.9%.   

• We added 114,000 public compulsory education places.  

• The retention rate in nine-year compulsory education was 99.6 %.

• Around 70% of students were enrolled in high schools.  

• Eight institutions were granted the approval to offer 87 doctoral and master's programs, making graduate education available in all prefectural cities.

• High-value invention patents increased by 23.8%. The number of national new- and high-tech enterprises exceeded 14,000, and total R&D spending would surpass 120 billion yuan.   

• We established a hydrogen industry joint research institute, a provincial maritime innovation laboratory, and the CATL Green Supercomputing Center.  

• A total of 30 major science and technology programs were carried out. Over 1,000 research projects were funded by the National Natural Science Foundation, and 13 projects won national science and technology awards.

• A provincial young scientists fund was set up with the first batch of 513 projects approved.

• We had an additional 23 experts included in the National Special Support Program for High-Caliber Talent, and ten more supported by the National Science Fund for Distinguished Young Scholars.

• Another 1,701 individuals were certified as provincial-level high-caliber talent.

• Altogether 45 provincial measures were rolled out to promote integrated development, and over 100 billion yuan were invested in the first batch of 121 key projects for integrated development of Fujian and Taiwan.

• The number of Taiwan youth who came to Fujian to do internships, find jobs or set up businesses increased by 3,859.

• We recognized an additional 10 vocational qualifications from Taiwan, and launched the First Home digital service platform for Taiwan compatriots and enterprises.

• In total, 285 cross-Strait harmonized standards were developed.

• Eight new national-level Taiwan farmers' parks were approved for establishment, which extended their coverage across all nine prefectural cities and the Pingtan Comprehensive Experimental Zone.

• We attracted the largest amount of new businesses and paid-in investment from Taiwan on the mainland.

• Over 38 million tons of water was supplied to Kinmen in cumulative terms.

• The passenger throughput on shipping routes between Fujian and Taiwan reached 1.36 million for the year.

• The Straits Forum and the Straits Youth Day were successfully held.

• We issued the Regulations on the Protection of Archives on Fujian-Taiwan Relations, the first Taiwan-related local regulation in the cultural domain on the mainland.

• A total of 3,323 archives on migration from the mainland to Taiwan were collected.

• A modern Chinese version of the book "General History of Taiwan" was published.

• The "Cross-Strait Home Letters" TV documentary was released.

• We implemented over 300 important reform measures in 15 areas that were identified at the Sixth Plenary session of the 11th CPC Fujian Provincial Committee.

• A total of 29 innovative measures and best practices arising from Xiamen's pilot comprehensive reforms were promoted nationwide.

• We maintained the best ratings in appraisal of reform of the construction project approval system.

• The experience of Sanming's medical reform was further applied in the country.

• We came out on top in appraisal of comprehensive reform of public hospitals for the ninth year running.

• The reform of the collective forest rights system, with a focus on multi-stakeholder benefits, diversified operations, and multi-level services, secured major progress.

• Altogether 469 government service items, accounting for 90% of the total, requested data collection no more than once, if need be.

• Our integrated administrative law enforcement platform was promoted nationwide and our e-government service capability was rated excellent for another consecutive year.

• Our provincial government portal website won the first place in national performance evaluations for the third consecutive year.

• The BRICS Sci-tech Innovation Fund was officially launched.

• The Silk Road Maritime Association reached a membership of 343.

• Our lithium-ion battery exports ranked first nationwide.

• The number of foreign-invested companies grew by 9.7%.

• We introduced 102 new projects each with an investment of more than one billion yuan.

• We established or signed letters of intent to establish sister relationship with 15 cities or provinces abroad.

• Fuzhou City and Fujian Province both received the International Friendship City Award for Outstanding Contribution.

• Our online retail sales ranked sixth in the country.

• Holy sites of revolution attracted a growing number of visitors, adorning floral headdress for photo-taking became a fad with travelers, and ancient cities and historic buildings were packed with tourists.

• Xiamen Botanical Garden and Guanzhai Mountain in Longyan made it to the list of the national 5A tourist attractions.

• The province welcomed 650 million tourists who expended a total of 835 billion yuan.

• Investment in 1,593 provincial key projects exceeded 729.5 billion yuan.

• Zhangzhou-Shantou High-Speed Railway and the Wuping-Meizhou section of the Longyan-Longchuan Railway entered full construction.

• Construction on the Sino-Saudi Gulei Ethylene Complex Project kicked off.

• The second phase of the Gulei integrated refining and petrochemical project, with a total investment of 71.1 billion yuan, was launched.

• The world's largest propane dehydrogenation (PDH) unit, with an annual capacity of one million tons, was put into operation.

• "Hualong One" nuclear power base, the largest of its kind in the world, was connected to the grid and started power generation.

• The development plan for Xiamen-Zhangzhou-Quanzhou metropolitan area was officially unveiled.

• Cross-province services for household registration transfers were provided.

• We renovated 360,000 old housing units in urban residential compounds.

• We built or purchased 41,000 government-subsidized housing units.

• An additional 28,000 public parking spots were added.

• A total of 2,182 kilometers of water supply and drainage pipelines were installed or upgraded.

• We built or facelifted 930 kilometers of green walkways.

• Grain acreage was about 844,400 hectares and grain output reached 5.144 million tons, both surpassing the targets set by the central government.

• Aojiao Village of Dongshan County celebrated bountiful fishing harvests, and the charm of Fujian tea spread far and wide.

• "Expressway Connect between Neighboring Counties and Quick Access to Townships" became a national pilot program in building strength in transportation.

• We opened two expressway entry-exit points and 18 expressway access points in service areas.

• The Fujian-Guangdong-Hong Kong Single E-lock Scheme (SELS) for expedited cross-border customs clearance was launched.

• Cooperation between Shanghai and Sanming and between Guangzhou and Longyan achieved remarkable outcomes.

• Our collaboration with Ningxia yielded significant results for the sixth year running.

• Our assistance to Xizang and Xinjiang remained at the forefront of the country.

• Unemployment insurance premiums were lowered by 6.27 billion yuan.

• Another 531,000 urban jobs were created.

• A total of 143,000 unemployed people were reemployed.

• Five national and sixty provincial bases for training highly-skilled personnel were established.

• Altogether 319,000 government-subsidized training opportunities were provided.

• Eight National-level regional medical centers were put into use.

• Nine provincial-level regional medical centers were upgraded.

• The model of primary-level hospitals conducting examinations and higher-level hospitals providing diagnoses was extended to 90% of township health clinics and community health centers.

• Medical examination results were mutually recognized among public hospitals at the provincial, municipal, and county levels.

• We gave free HPV vaccination to women of the appropriate age group for the third year running.

• The average life expectancy would increase to 79.3 years.

• The reimbursement rates for inpatient services increased to 85.6% for enterprise employees and 68.5% for rural and non-working urban residents.

• The prices of medicines and medical consumables were brought down by 47.4% through provincial bulk procurement.

• The basic old-age benefits for rural and non-working urban residents were raised for the third consecutive year, benefiting 5.49 million people.

• We added 52 community-based elderly care facilities, 405 canteens for senior citizens and 17,000 childcare slots.

• We distributed 5.77 billion yuan in social assistance.

• A total of 1.91 million people benefited from charity programs.

• Nine works won the Cultural-Ethical Progress Award for Dramas, Film and Television Works, Books, Literary Works and Songs.

• Keqiutou Neolithic site complex in Pingtan was selected as one of China's top 10 archaeological discoveries for the year 2023.

• The Ancient City of Quanzhou from the Song and Yuan dynasties was designated as a national demonstration zone for the protection and use of cultural relics.

• Altogether 119 public cultural venues extended and staggered their opening hours, recording 59 million visits.

• Sports venues at 1,110 schools were opened to the public.

• A 15-minute fitness circle was formed in urban areas.

• Our pollution prevention and control efforts were rated excellent for the fifth consecutive year.

• Prefectural cities enjoyed good or excellent air quality on 98.3% of days in the year.

• The PM2.5 level stood at 20 micrograms per cubic meter.

• The proportion of good water quality in state-designated sampling water sections of major watersheds was 100%.

• The proportion of good water quality along the shore was 92.6%.

• The Minjiang River enjoyed the finest water quality among China's major rivers that empty into the sea alone.

• Unplanned cage aquaculture installations were removed to free up a total area of 719.7 hectares.

• Our forest coverage remained the highest in the country for 46 consecutive years.

• Clean energy represented over 65% of our total installed capacity.

• The number of new leading enterprises on energy efficiency was the second highest nationwide, and Meizhou Island's zero-carbon initiative was presented at the United Nations Climate Change Conference.

• We remained one of the best performers nationwide in garbage sorting.

• The Xiamen Practice of Xi Jinping Thought on Ecological Civilization was adopted to address Changting County's soil erosion and harness the Mulan River.

• The Fujian Administration of Wuyishan National Park was established.

8. We ensured that peace, harmony, and stability prevailed.

• We made notable achievements in the campaign to promote safety related to vessels at sea.

• Emergency evacuation drills were conducted in all schools.

• We took robust and effective measures against natural disasters, including continuous extreme rainfalls, with all the 725 affected families moving into their new homes.

• The pass rates for food and medicine sampling inspection stood at 99.5% and 99.78% respectively, and we were awarded Grade A in the national food safety evaluation.

• None of our financial institutions had been rated as high-risk over the past five years.

• Fujian Rural Credit Union topped the nation in the evaluation of performance.

• We better ensured that basic living needs were met, salaries were paid, and governments functioned smoothly.

• The main power grid consisting of seven crisscrossed power supply lines came into shape, and the main natural gas pipeline ran through all our coastal cities.

• We completed all the 30 projects on the to-do list for the people.
